SIGNIFICANCE AND USE 4.1 This practice provides requirements for the handling, transportation, and storage of HFC-227ea encountered in distribution through both commercial and military channels. It is intended to ensure that HFC-227ea is handled, transported, and stored in such a way that its physical property virtues are not degraded. Transport may be by various means, such as, but not limited to, highway, rail, water, and air. SCOPE 1.1 This practice covers guidance and direction to suppliers, reclaimers, purchasers, and users in the handling, transportation, and storage of HFC-227ea. 1.2 The values stated in inch-pound units are to be regarded as standard. The values given in parentheses are mathematical conversions to SI units that are provided for information only and are not considered standard. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM D6065-21, titled Standard Practice for Handling, Transportation, and Storage of HFC-227ea (1,1,1,2,3,3,3-Heptafluoropropane; CF₃CHFCF₃), provides comprehensive requirements to guide suppliers, reclaimers, purchasers, and users involved with HFC-227ea. This international standard ensures that HFC-227ea maintains its integrity and effectiveness throughout its lifecycle in both commercial and military supply chains. By following this practice, organizations can safeguard the physical properties of HFC-227ea as it is handled, transported, and stored by land, sea, rail, or air. The standard underscores the importance of proper training, compliance with related regulatory documents, and robust safety, health, and environmental practices when working with this critical fire suppressant and explosion hazard mitigation agent.
Key Topics
- Personnel Training
- Personnel involved in handling, transporting, or storing HFC-227ea must be trained according to Compressed Gas Association (CGA) publications and the relevant sections of Title 49 CFR.
- Handling Guidance
- Proper recognition of the characteristics of HFC-227ea and safe handling of full, partial, and empty cylinders is required.
- Transfers between storage and recycling processes should only be performed by trained staff, in ventilated, heater-free, nonsmoking conditions.
- Cylinders must not be overfilled as stipulated by DOT and ASTM requirements to prevent pressure or thermal hazards.
- Transportation Requirements
- Shipment of HFC-227ea must comply with Department of Transportation (DOT) regulations, using approved containers and marking systems.
- Protective measures must be in place to prevent cylinder damage from vibration, shock, freezing, or excessive heat during transport.
- Storage Practices
- Storage must follow CGA guidance and DOT requirements, ensuring protection from physical and environmental damage.
- Pressure-release mechanisms and clear labeling are mandated to promote both safety and regulatory compliance.
- Segregation of conforming and non-conforming product must be practiced in shared storage environments.
- Inspection and Reclamation
- Reclaimed HFC-227ea released for reissue must pass validation tests to confirm compliance with HFC-227ea specifications.
Applications
- Fire Suppression Systems HFC-227ea (commercially known as FM-200® or FE-227™) is widely used as a clean agent fire suppressant in data centers, telecommunication facilities, museums, and many other high-value environments.
- Explosion Hazard Mitigation As an inerting agent, HFC-227ea is utilized to suppress explosion hazards in military, industrial, and commercial settings.
- Regulated Shipping and Logistics Organizations handling the interstate or international distribution of HFC-227ea use this standard to ensure compliant packaging, labeling, and transportation across various modes.
- Recycling and Reclamation Operations Programs for the recovery and recycling of halocarbons benefit from standardized protocols that safeguard both personnel and product purity.
Related Standards
- ASTM D6064 - Specification for HFC-227ea, 1,1,1,2,3,3,3-Heptafluoropropane Defines purity and quality criteria for HFC-227ea.
- CGA C-1, C-6, C-7, P-1, SB-1, SB-5, SB-18 CGA publications provide guidance on hydrostatic testing, visual inspection, labeling, and safe handling of compressed gas cylinders.
- 49 CFR Parts 172, 173, 178, 180 U.S. Department of Transportation regulations governing hazardous materials, container specifications, and shipping requirements.
- 40 CFR Part 82.106 EPA labeling requirements for hazardous materials related to ozone-depleting substances.
