SIGNIFICANCE AND USE 4.1 This practice is designed as a guide for architects, engineers, property owners or their representatives, or combination thereof. Its use helps ensure the satisfactory performance of the protective coating system when applied over bituminous concrete pavements. SCOPE 1.1 This practice covers the application of emulsified refined coal tar slurry meeting the requirements of Specification D6945/D6945M Types I and II, by mechanized equipment as a weather protection and petroleum (aliphatic) solvent resistant sealer for use on bituminous concrete pavements. In order to clarify the differences between Types I and II, see 3.3 for standard definition of terms. 1.2 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM D6948/D6948M-03(2023) is the internationally recognized standard practice for the application of refined coal tar (ready to use, commercial grade) as a protective sealer on bituminous concrete pavements. Developed and maintained by ASTM International, this standard serves as a comprehensive guide for architects, engineers, property owners, and facility managers seeking optimal performance from coal tar-based pavement sealers. Its use ensures that the protective coating is properly applied to provide effective weather protection and resistance to petroleum (aliphatic) solvents, extending the service life of paved asphalt surfaces.
Key Topics
- Scope of Application: The standard details procedures for using emulsified refined coal tar slurry mixtures, conforming to ASTM D6945/D6945M Types I and II, applied via mechanized equipment as a sealer for bituminous concrete pavements.
- Surface Preparation: Guidance is given on preparing both new and aged asphalt surfaces, emphasizing the importance of patching, crack filling, cleaning, oil spot priming, and the use of primers for oxidized pavements.
- Mixing & Application: Defines the equipment and techniques for properly mixing and applying seal coats by spray, squeegee, or brush, including recommended application rates based on pavement texture and aggregate gradation.
- Curing and Drying: Specifies minimum drying and cure times and environmental conditions required for best results, ensuring the seal coat achieves sufficient strength and durability.
- Safety and Environmental Considerations: Users are advised to implement appropriate safety, health, and environmental practices, and to coordinate with applicable regulatory requirements.
Applications
ASTM D6948/D6948M-03(2023) is widely applied in the maintenance and protection of:
- Commercial Parking Lots: Ensures long-lasting protection against weather and vehicle fluids, reducing maintenance costs and surface deterioration.
- Airport Runways and Taxiways: Provides a fuel-resistant barrier, critical in aviation facilities with exposure to petroleum products.
- Municipal Streets and Roadways: Enhances durability and life-span for public infrastructure, making it especially useful for city planners and road maintenance organizations.
- Driveways and Residential Applications: Offers homeowners and contractors a best-practice guideline for extending the life and appearance of asphalt driveways.
By following this standard, stakeholders can achieve a uniform, robust, and aesthetically pleasing surface that resists cracking, oxidation, and chemical intrusion.
Related Standards
Several other ASTM standards are referenced and closely related to the proper application of refined coal tar sealers:
- ASTM D6945/D6945M: Specification for Emulsified Refined Coal Tar, detailing the compositional requirements for Types I and II mixtures.
- ASTM D490: Specification for Road Tar, relevant for material sourcing and performance criteria.
- ASTM D5727/D5727M: Covers emulsion properties and requirements for coal tar-based sealing materials.
Adherence to these related standards alongside ASTM D6948/D6948M-03(2023) ensures compliance, compatibility, and optimal results for pavement sealing projects across industries.
