SIGNIFICANCE AND USE 5.1 To establish a proper calibration area for nuclear surface gauges. 5.2 To reduce the chance of improper calibration. Note 1: The quality of the results produced by this standard is dependent on the competence of the personnel performing it, and the suitability of the equipment and facilities used. Agencies that meet the criteria of practice D3740 are generally considered capable of competent and objective testing/inspection/etc. Users of this standard are cautioned that compliance with practice D3740 does not in itself assure a means of evaluating some of those factors. SCOPE 1.1 This guide outlines procedures for setup of a nuclear gauge calibration facility in either a shielded bay or an unshielded area—Guide A and Guide B, respectively. 1.2 This guide does not attempt to describe the calibration techniques or methods. It is assumed that this guide will be used by persons familiar with the operations of the gauge and in performing proper calibration, service and maintenance. 1.3 This guide does not attempt to address maintenance or service procedures related to the gauge. 1.4 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard. 1.5 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.6 This guide offers an organized collection of information or a series of options and does not recommend a specific course of action. This document cannot replace education or experience and should be used in conjunction with professional judgment. Not all aspects of this guide may be applicable in all circumstances. This ASTM standard is not intended to represent or replace the standard of care by which the adequacy of a given professional service must be judged, nor should this document be applied without consideration of a project’s many unique aspects. The word “Standard” in the title of this document has been approved through ASTM consensus process. 1.7 All observed and calculated values shall conform to the guidelines for significant digits and rounding established in practice D6026. 1.7.1 The method used to specify how data are collected, calculated, or recorded in this standard is not directly related to the accuracy to which the data can be applied in the design or other uses, or both. How one applies the results obtained using this standard is beyond its scope. 1.8 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM D7013/D7013M-23: Standard Guide for Calibration Facility Setup for Nuclear Surface Gauges provides a comprehensive framework for setting up calibration facilities used with nuclear surface gauges. These gauges are critical for measuring in-place density and moisture of soils and aggregates, primarily in civil engineering and construction. The guide outlines requirements for facility setup in both shielded bays and unshielded areas to ensure safe, accurate, and repeatable calibration results.
The standard aims to:
- Establish a proper calibration environment for nuclear gauges.
- Reduce the risk of improper calibration resulting from environmental or procedural factors.
- Maintain safety, health, and compliance with regulatory requirements.
Key Topics
1. Calibration Area Requirements
- Shielded Calibration Bay: Specifies construction and configuration details for shielded areas, including required wall materials, thickness, and distance from other gauges.
- Unshielded Area: Outlines minimum separation distances between gauges and storage to minimize background radiation effects during calibration.
2. Shielded Storage Bay
- Criteria for storage areas based on number of gauges in use.
- Recommendations for materials, wall thickness, and layout to control radiation background and prevent cross-interference during storage and calibration activities.
3. Wall Influence and Cross Talk Verification
- Procedures to assess and minimize influence from surrounding physical structures (walls) or from adjacent calibration bays.
- Methods for wall influence verification and between-bay cross talk to ensure accurate measurements.
4. Documentation and Reporting
- Specifies the minimum information to record during calibration, such as density and moisture counts, background readings, gauge serial numbers, and operator identification.
- Emphasizes consistent data collection in accordance with significant digit and rounding guidelines.
5. Safety and Compliance
- The user is responsible for safety, health practices, and complying with regulatory limitations.
- Additional local licensing rules may apply, including secure storage and warning signage.
Applications
Practical uses for ASTM D7013/D7013M-23 include:
- Civil and Geotechnical Engineering: Ensuring reliable calibration of nuclear moisture-density gauges for soil compaction and moisture testing on construction sites.
- Construction Quality Control: Enhancing accuracy and consistency of density and moisture measurements, impacting pavement, embankment, or foundation integrity.
- Materials Testing Laboratories: Guiding the setup of compliant, safe calibration facilities for multiple nuclear gauges.
- Regulatory Compliance: Assisting organizations in meeting industry standards and minimizing radiation safety risks.

Summary
This standard guide provides essential criteria for the setup and operation of calibration facilities for nuclear surface gauges, emphasizing both accuracy and radiation safety. By following ASTM D7013/D7013M-23, agencies and laboratories ensure that nuclear gauge calibration is performed under controlled, compliant conditions, supporting the validity and repeatability of geotechnical testing results. Compliance with this guide supports adherence to best practices in construction quality assurance and laboratory management.
