SCOPE 1.1 This standard specifies the environmental conditions, such as temperature, humidity, and lighting, under which cannabis/hemp flowers intended for human use are to be packaged to ensure the safety, quality, and weight stabilization of the packaged flower. This specification does not apply to frozen cannabis/hemp nor to cannabis/hemp intended for extraction. 1.2 This specification applies only to controlling an indoor environment (heat, cooling, humidity control) surrounding packaging operations. Outdoor operations are outside the scope of this specification and are not addressed. 1.3 This specification is to be followed by licensed operators in the cannabis/hemp space who move the cured crop(s) into consumer or non-consumer packaging used for distribution. 1.4 Security of the cannabis/hemp flower during the packaging process is not within the scope of this specification. 1.5 This specification is intended to remain valid until the packaged cannabis/hemp flower is placed in storage or transit. 1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.7 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM D8450-22: Standard Specification for Environmental Conditions While Packaging Cannabis/Hemp Flower provides internationally recognized guidelines for controlling environmental conditions - such as temperature, humidity, and lighting - during the packaging of cannabis and hemp flower intended for human use. The purpose of this standard is to ensure the safety, quality, and weight stabilization of packaged flower during indoor packaging operations. It applies specifically to the indoor environments where cured cannabis/hemp flower is moved to consumer or non-consumer packaging prior to storage or transit.
This standard was developed by ASTM Committee D37 on Cannabis and aligns with the World Trade Organization's principles for developing international standards. It is intended for use by licensed operators across the cannabis and hemp industries and does not apply to frozen material or flower intended for extraction.
Key Topics
-
Environmental Controls: The standard prescribes specific ranges for temperature and relative humidity to maintain during the packaging process.
- Temperature during packaging must be maintained between 1 °C and 30 °C.
- Relative humidity must be controlled according to a defined scale, ensuring the finished packaged product maintains stability and meets water activity requirements.
-
Lighting Guidelines:
- Light exposure, particularly ultraviolet (UV) light, should be minimized to what is necessary for safe and effective packaging.
- When possible, use UV filters on fluorescent fixtures, and prefer LED fixtures to reduce UV exposure, safeguarding product quality.
-
Monitoring and Recordkeeping:
- Temperature and humidity must be measured using appropriate equipment, with continuous monitoring that may be automated or manual.
- Records must be maintained to demonstrate compliance, supporting traceability and quality assurance.
-
Limitation of Scope:
- Outdoor packaging conditions, security aspects, and issues related to frozen or extraction material are excluded.
- The specification remains in effect only until the packaged flower is put into storage or transit.
Applications
Adhering to ASTM D8450-22 is vital for:
- Licensed Cannabis and Hemp Operators: Required for facilities handling the transition of cured flower from processing to packaging for distribution.
- Quality Assurance: Ensures products retain intended potency, aroma, and consumer safety by mitigating risk of mold, degradation, or weight fluctuation due to moisture variation.
- Regulatory Compliance: Supports meeting legal and market requirements for environmental controls during packaging.
- Brand Protection: By controlling environmental conditions, organizations can deliver consistently high-quality products, increasing consumer trust and shelf stability.
- Audit and Traceability: Systematic monitoring and documentation facilitate regulatory audits and quality control reviews.
Related Standards
For further guidance on cannabis and hemp product handling, the following ASTM standards are closely related:

These standards complement ASTM D8450-22, collectively supporting best practices for quality, safety, and regulatory compliance in the packaging of cannabis and hemp flower. Adopting these international standards helps align your operations with industry benchmarks and market expectations for environmental control.
