SIGNIFICANCE AND USE 4.1 This test method establishes a standard procedure of comparative testing, for tire strength and dimensional characteristics, for use under the Administrator's Cooperative Approved Tire List (CATL) (2). SCOPE 1.1 This test method covers measurements for comparative tire strength and dimensional characteristics. This test method covers new and retreaded pneumatic tires, both tube and tubeless types, and flaps when applicable, for mounting on construction, earthmoving, mining and logging equipment, graders, mobile cranes, and similar vehicles operated at low speeds off the road. 1.2 The values stated in SI units are to be regarded as the standard. The values given in parentheses are for information only. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM F1923-21 is the Standard Test Method for Tires, Pneumatic, Low Speed, Off Highway. Developed by ASTM International, this standard specifies comparative measurement procedures for tire strength and dimensional characteristics, including both new and retreaded pneumatic tires. It applies to both tube and tubeless tire types, and when applicable, flaps, intended for use on vehicles such as construction, earthmoving, mining, and logging equipment, graders, and mobile cranes. These vehicles typically operate at low speeds in off-road environments.
The ASTM F1923-21 test method is widely adopted by federal, state, and local agencies-particularly as part of the Cooperative Approved Tire List (CATL) and the Cooperative Tire Qualification Program (CTQP)-to ensure consistent quality and performance in tires used for specialized utility vehicles.
Key Topics
- Tire Strength Assessment: Provides a standardized process to measure and compare tire strength, focusing on the energy required to rupture the structure (plunger energy test).
- Dimensional Measurement: Outlines procedures for measuring the outside diameter, overall width, and tread depth of tires to standardized specifications.
- Applicability: Encompasses both new and retreaded pneumatic tires, for tube-type and tubeless variations, with guidance for inclusion of flaps where required.
- International Standardization: Developed according to internationally recognized standardization principles, ensuring global relevance.
- Terminology Consistency: Relies on harmonized terms and definitions to promote clear communication and consistent evaluation within the industry.
Applications
ASTM F1923-21 is crucial for organizations involved in procurement, maintenance, and safety oversight of off-highway vehicles. Typical scenarios utilizing this standard include:
- Government Procurement: Ensuring that tires meet rigorous strength and sizing requirements for federal, state, and local government vehicle fleets.
- Construction and Mining Operations: Providing reliable benchmarks for tire manufacturers and buyers, facilitating the selection of tires that can withstand demanding off-road conditions associated with heavy machinery.
- Military and Tactical Vehicles: Supporting qualification programs like CTQP, which replaced the former Federal Tire Program, to supply high-integrity tires for defense applications.
- Tire Manufacturing and Quality Control: Assisting manufacturers in standardizing product specifications and verifying compliance with industry norms for durability and safety.
Related Standards
ASTM F1923-21 references and aligns with other key ASTM standards and international tire guides, including:
- ASTM D412: Test Methods for Vulcanized Rubber and Thermoplastic Elastomers-Tension.
- ASTM F538: Terminology Relating to Characteristics and Performance of Tires.
- Tire and Rim Association, Inc. Year Book
- European Tyre and Rim Technical Organization (ETRTO) Standards Manual
- Japan Automobile Tire Manufacturers’ Association Year Book
Use of ASTM F1923-21 helps ensure that all tires evaluated for low-speed, off-highway applications fulfill globally recognized performance and safety criteria. By following this test method, users and manufacturers support operational reliability, regulatory compliance, and enhanced safety standards for specialized vehicle operations.
