SCOPE 1.1 This practice covers internationally accepted methods for the conducting static pressure system tests for “small” aircraft. 1.2 The applicant for a design approval must seek the individual guidance of their respective CAA body concerning the use of this practice as part of a certification plan. For information on which CAA regulatory bodies have accepted this practice (in whole or in part) as a means of compliance to their Small Aircraft Airworthiness regulations (hereinafter referred to as “the Rules”), refer to ASTM F44 webpage (www.ASTM.org/COMMITTEE/F44.htm) which includes CAA website links. 1.3 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard. 1.4 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.5 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM F3229/F3229M-23: Standard Practice for Static Pressure System Tests in Small Aircraft provides internationally acknowledged procedures for testing the static pressure systems integral to small aircraft. Developed by ASTM International, this standard supports aviation regulatory compliance by offering a harmonized approach to ensure the accuracy and safety of instrumentation that relies on static pressure measurements, especially for altitude and flight performance data. This document is regularly updated and recognized by various Civil Aviation Authorities (CAAs) as a means of demonstrating compliance with airworthiness requirements for small aircraft.
Key Topics
-
Scope and Applicability:
- Defines standardized practices for testing static pressure systems in small, general aviation aircraft.
- Applicants seeking aircraft design approval must consult their respective CAA to verify if this practice is accepted as part of their certification plan.
-
Units of Measurement:
- The standard allows for the use of both SI units and inch-pound units, but they must not be mixed within a single application to ensure consistency and compliance.
-
Static Pressure System Integrity:
- Outlines proof testing protocols for both unpressurized and pressurized aircraft to verify the integrity of static pressure systems.
- Specific procedures indicate how to conduct pressure differential tests and measure system leakage.
-
Safety and Compliance:
- Emphasizes user responsibility for implementing appropriate safety, health, and environmental practices.
- Does not address all possible safety matters; users must determine regulatory limitations prior to use.
-
International Standardization:
- Aligns with globally recognized principles on standardization as outlined by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Applications
The ASTM F3229/F3229M-23 standard is primarily used by:
- Aircraft Manufacturers and Modifiers: Helping ensure new or modified small aircraft meet airworthiness regulations regarding static pressure accuracy.
- Regulatory Compliance Professionals: Supporting documentation in certification, validation, or inspection processes required by national or international CAAs.
- Maintenance Organizations: Referenced during inspections or maintenance procedures involving the static pressure system to verify continued airworthiness.
- Design and Engineering Teams: Utilized during the design and integration phase of static pressure-dependent instrumentation to demonstrate compliance with aviation safety requirements.
Practical Value
- Reliability of Instrumentation: Ensures that critical flight instruments, such as altimeters, receive accurate pressure data, supporting safe and reliable aircraft operation.
- Streamlined Certification: Offers a clear, internationally recognized method for demonstrating compliance with regulations, simplifying engagement with global aviation authorities.
- Consistency Across Practices: Helps avoid inconsistencies in test methods, units, and reporting, reducing the risk of non-compliance or operational error.
Related Standards
Several other ASTM practices and specifications interrelate with F3229/F3229M-23 in the context of small aircraft systems and airworthiness:
- ASTM F3060: Terminology for Aircraft - Defines terms used throughout relevant aviation standards.
- ASTM F3061/F3061M: Specification for Systems and Equipment in Aircraft - Covers system-level requirements for aircraft equipment.
- ASTM F3230: Practice for Safety Assessment of Systems and Equipment in Small Aircraft - Provides procedures for system safety evaluations.
- ASTM F3233/F3233M: Specification for Flight and Navigation Instrumentation in Aircraft - Details requirements for flight instrumentation, including accuracy specifications.
Together, these standards create a structured framework enabling international harmonization in small aircraft certification and ongoing airworthiness, fostering safer skies and streamlined regulatory processes for manufacturers and operators alike.
