ABSTRACT This specification covers the technical characteristics of and test methods for insulating rods and foam-filled tubes made from fiberglass-reinforced plastic (FRP) that are intended for use in live line tools. This specification does not include insulating foam-filled tubes and rods made from other materials, as well as fittings and attachments to the rods and foam-filled tubes for complete tools are not covered in this specification. The rods and tubes shall undergo four types of tests, namely: design test, sample test, routine test, and acceptance test. Tests shall be conducted to evaluate the following mechanical and electrical properties: wicking, bending deflection, horizontal crush, tension, shear, compression, modulus of elasticity, and mechanical aging; and dielectric current and leakage. SCOPE 1.1 This specification covers insulating rods and foam-filled tubes made from fiberglass-reinforced plastic (FRP) that are intended for use in live line tools. 1.2 This specification does not include insulating foam-filled tubes and rods from other materials. Specifications for fittings and attachments to rods and foam-filled tubes for complete tools are not covered in this specification. 1.3 This specification establishes the technical characteristics that the tubes and rods must satisfy. 1.4 The following safety hazards caveat pertains only to the test method portion, Section 12, of this specification. This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.5 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM F711-17(2022), published by ASTM International, specifies the requirements for fiberglass-reinforced plastic (FRP) rods and foam-filled tubes designed for use in live line tools. These tools play a vital role in electrical utility work by enabling maintenance and operation of energized equipment while minimizing risk to personnel. The standard outlines technical properties, manufacturing guidelines, and testing protocols for FRP rods and tubes, ensuring they offer both mechanical strength and electrical insulation performance. ASTM F711-17(2022) covers only FRP-based insulating components and does not address products made from other materials or tool attachments.
Key Topics
- Material Requirements: The standard provides specifications for FRP rods and foam-filled tubes used as insulating elements. Only FRP materials qualify; products of alternative materials or with attached fittings are outside the scope.
- Testing Procedures: To ensure safety and performance, four main test categories are prescribed:
- Design tests: Evaluate electrical and mechanical characteristics on representative samples.
- Sample tests: Performed on randomly selected items from production lots.
- Routine tests: Conducted on each item delivered to the purchaser.
- Acceptance tests: Optional, performed at the purchaser's discretion.
- Mechanical and Electrical Properties Assessed:
- Wicking resistance, bending deflection, horizontal crush strength, tension, shear, compression, modulus of elasticity, and mechanical aging.
- Dielectric current (leakage), withstand voltage, and leakage variation before and after moisture exposure.
- Dimensional and Quality Criteria: The standard specifies nominal and tolerance values for outside diameter and prescribes requirements for surface finish, appearance, and workmanship.
- Certification and Marking: Manufacturers must provide certificates of compliance and include clear identification on each product.
Applications
ASTM F711-17(2022) is essential for manufacturers, specifiers, and users of live line tools in the electrical utility sector. Typical applications include:
- Hot stick tools: Used by utility workers for routine and emergency operations on energized power lines. The FRP rods and tubes form insulating handles or extension components.
- Equipment for live maintenance: Devices designed for switch operation, fuse replacement, or hardware tightening on live lines.
- Safety compliance: By adhering to the standard, organizations demonstrate due diligence in providing electrically insulating equipment and meeting industry safety regulations.
- Procurement and quality assurance: Utilities, distributors, and contractors rely on ASTM F711-17(2022) to specify and verify minimum performance for FRP insulating products in purchasing contracts.
