Applicable to the following on-site test voltages and in service stresses, which are in relation to IEC 60060-1: direct voltage;alternating voltage; lightning impulse voltage of aperiodic or oscillating shape: switching impulse voltage of aperiodic or oscillating shape.
Abstract
Overview
IEC 60060-3:2006 - High-voltage test techniques - Part 3: Definitions and requirements for on-site testing - defines the terms, requirements and practical criteria for performing high-voltage tests in the field. It applies to on-site test voltages and in-service stresses related to IEC 60060-1, including direct voltage, alternating voltage, lightning impulse (aperiodic or oscillating), and switching impulse (aperiodic or oscillating). Special on-site tests covered include very low frequency and damped alternating voltage. The standard is applicable to equipment with highest voltage U > 1 kV and recognises that on-site conditions (weather, external fields) differ from laboratory environments.
Key topics and requirements
- Scope and definitions: Clear terminology for on-site testing, impulse shapes, prospective vs actual characteristics, and classification of insulation (self-restoring vs non-self-restoring).
- Test categories: Procedures and definitions for direct, alternating, lightning impulse and switching impulse voltages; also very low frequency and damped alternating tests.
- Measurement and calibration: Requirements for measuring systems, measurement of test voltages, determination of impulse shapes and accounting for measuring uncertainties.
- Checks and records: Acceptance tests, performance tests, performance checks and maintaining a record of performance for measuring equipment.
- Withstand test procedures: Guidance on performing on-site withstand testing and the interpretation of prospective vs actual characteristics when disruptions (discharges) occur.
- Practical limitations: Emphasis that IEC 60060-1/-2 lab requirements may not always be achievable on-site; selection of on-site test voltages and levels is the responsibility of the relevant technical committee and must account for larger tolerances.
Applications and users
IEC 60060-3 is primarily used by:
- Utility test engineers and commissioning teams performing on-site withstand tests during commissioning or after repair.
- Maintenance and diagnostics specialists conducting partial discharge (PD) testing and insulation condition assessments.
- Manufacturers and field service providers validating transport/erection integrity of high-voltage apparatus.
- Standards committees and test laboratories specifying or harmonizing on-site test procedures and safety margins.
Typical applications include commissioning verification, post-repair validation, diagnostic field testing, and establishing on-site test protocols where laboratory standards cannot be fully replicated.
