IEC 60099-4:2014 applies to non-linear metal-oxide resistor type surge arresters without spark gaps designed to limit voltage surges on a.c. power circuits with Us above 1 kV. This third edition cancels and replaces the second edition published in 2009. This edition constitutes a technical revision. The numerous changes between the second and third editions are listed in the Foreward of the document. Keywords: testing of gapless metal-oxide surge arresters for a.c.power systems
Abstract
Overview
IEC 60099-4:2014, developed by the International Electrotechnical Commission (IEC), specifies requirements and testing procedures for metal-oxide surge arresters without gaps, intended for limiting voltage surges on a.c. power circuits with system voltages exceeding 1 kV. As the third edition, this standard includes technical revisions from the previous 2009 version and is essential for manufacturers, utilities, and professionals focused on surge protection of medium and high voltage a.c. systems. It encompasses various arrester types, including polymer-housed, gas-insulated, and liquid-immersed designs.
Key Topics
- Scope and Classification: Outlines the applicability to gapless, non-linear metal-oxide resistor-type surge arresters for a.c. systems and provides terminology, identification, and classification guidelines.
- Performance Requirements: Details required electrical, thermal, and mechanical characteristics, including:
- Insulation withstand and reference voltage
- Residual voltages
- Internal partial discharges
- Seal leak rate and heat dissipation
- Thermal and long-term stability under continuous operation
- Short-circuit and impulse discharge capability
- Mechanical load and environmental resistance
- Testing Procedures: Comprehensive testing methodologies ensure arrester reliability and standard compliance. These include:
- Type/design tests (insulation, residual voltage, stability, and heat dissipation)
- Routine and acceptance tests for consistent quality
- Testing of disconnectors, bending strength, and environmental endurance
- Radio interference voltage (RIV) and dielectric withstand tests
- Specialized Tests for Various Designs:
- Additional procedures for polymer-housed, gas-insulated (GIS), liquid-immersed, separable, and dead-front arresters
- Weather aging, internal grading component, and site testing for installed arresters
Applications
Implementing IEC 60099-4:2014 brings significant practical value across multiple sectors:
- Power Utilities: Ensures reliable surge protection for substations, transmission, and distribution lines, minimizing equipment damage and service interruptions.
- Equipment Manufacturers: Provides confidence that products meet international standards for performance, safety, and durability, facilitating global market access.
- System Design and Engineering: Assists engineers in selecting suitable surge arresters for a.c. power systems above 1 kV, accounting for expected service conditions and environmental influences.
- Maintenance and Testing Services: Standardizes the criteria for in-service inspection, regular maintenance, and type/routine testing to detect weaknesses or failures early.
- Procurement and Tendering: Offers a reference framework for specifying surge arrester requirements in contracts, ensuring compatibility and traceability.
Related Standards
- IEC 60099-5: Provides additional diagnostic recommendations for metal-oxide surge arresters for a.c. systems.
- IEC 60099-6: Covers surge arresters for d.c. systems, complementing the scope of IEC 60099-4.
- IEC 60071 Series: Addresses insulation coordination for high-voltage a.c. power systems.
- IEC 60507: Focuses on artificial pollution testing methods relevant to surge arrester performance.
- IEC 61643 Series: Coordinates a range of surge protective device standards for power and telecommunications networks.
By conforming to IEC 60099-4:2014, organizations enhance the safety, reliability, and interoperability of power system surge protection solutions, reducing risk and supporting sustainable grid operation. This standard serves as a cornerstone for robust surge protection in modern electrical engineering, playing a vital role in power system resilience worldwide.
