IEC 60335-2-66:2025 deals with the safety of electric water-bed heaters and their associated control units, for household and similar purposes, their rated voltage being not more than 250 V, including direct current (DC) supplied appliances. Appliances not intended for normal household use, but that nevertheless can be a source of danger to the public, such as appliances intended to be used in hotels, are within the scope of this standard. As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account – persons (including children) whose physical, sensory or mental capabilities; or lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction; – children playing with the appliance. Attention is drawn to the fact that – for appliances intended to be used in vehicles or on board ships or in aircraft, additional requirements can be necessary; – in many countries, additional requirements are specified by the national health authorities, the national authorities responsible for the protection of labour, the national water supply authorities and similar authorities. This standard does not apply to appliances – for medical purposes (IEC 60601 series); – intended for immersion in water during use. This third edition cancels and replaces the second edition published in 2002, Amendment 1: 2008 and Amendment 2:2011. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: a) alignment with IEC 60335-1:2020; b) conversion of some notes to normative text (Clause 1, 19.4, 22.101); c) clarification of requirements for remote operation (22.40, 22.49, 22.51). This part 2 is to be used in conjunction with the latest edition of IEC 60335-1 and its amendments unless that edition precludes it; in that case, the latest edition that does not preclude it is used. It was established on the basis of the sixth edition (2020) of that standard.
Abstract
Overview
IEC 60335-2-66:2025 is the internationally recognized standard that defines the safety requirements specifically for electric water-bed heaters and their associated control units. Published by the International Electrotechnical Commission (IEC), this standard is part of the broader IEC 60335 series, which addresses the safety of household and similar electrical appliances. The 2025 third edition brings key technical updates while ensuring aligned practices and harmonization with the general standard IEC 60335-1:2020.
The scope covers electric water-bed heaters with rated voltages up to 250 V, including direct current (DC) units, designed for household and hotel use. The standard aims to mitigate the risks commonly encountered in home and public environments where water-bed heaters are used, offering guidance that supports both manufacturers and safety professionals.
Key Topics
IEC 60335-2-66:2025 addresses several critical safety aspects for water-bed heater design, installation, and operation. Key focus areas include:
- Electrical Safety: Protection against electric shock, leakage currents, and transient overvoltages to ensure user safety during typical operation.
- Thermal Hazards: Limiting temperatures on heater surfaces and the mattress to prevent burns or heat-stroke, with defined maximum temperature rise thresholds.
- Mechanical Strength: Requirements for heaters to withstand mechanical stress and daily operational loads, ensuring durability and ongoing safety.
- Moisture Resistance: Standards for enclosure ingress protection, particularly for parts placed under the water mattress, ensuring IPX7 or higher where needed.
- Marking and Instructions: Clear product markings and installation instructions to guide safe use, including minimum mattress dimensions, proper placement, and compatible control units.
- Control Units: Specifications for detachable control units, including required markings and functional requirements for temperature control and safety shut-offs.
- Abnormal Operation: Testing procedures for situations such as empty mattresses and heater exposure to ensure appliances do not pose a hazard even under fault conditions.
Applications
IEC 60335-2-66:2025 is essential for a variety of use cases where electric water-bed heaters are installed:
- Residential Settings: Ensures safe nightly use in homes, providing guidance to minimize fire, electrical shock, or overheating risks for consumers.
- Hospitality Industry: Covers use in hotels and similar establishments, where higher occupant turnover increases the necessity for clear safety markings and robust, reliable operation.
- Product Development: Manufacturers rely on this standard to design compliant water-bed heaters that can be certified for sale worldwide, ensuring market access and consumer trust.
- Quality and Conformity Assessment: Testing laboratories and regulatory bodies use the standard as the baseline for type testing, conformity assessment, and market surveillance.
- Installation and Maintenance: Installers and maintenance professionals benefit from detailed installation requirements and servicing guidance, reducing liability and improving reliability.
It is important to note that this standard excludes appliances for medical use (which are covered by IEC 60601) and heaters intended for immersion in water during operation.
Related Standards
Compliance with IEC 60335-2-66:2025 often involves awareness of related international standards, including:
- IEC 60335-1: General requirements for the safety of household and similar electrical appliances, forming the foundation for all IEC 60335-2 standards.
- IEC 60601 Series: Medical electrical equipment safety requirements, relevant when water-bed heaters are used for medical purposes.
- ISO 2439: For measuring the hardness of polymeric materials used in mattress construction.
- National Health and Labor Regulations: Additional regional requirements may apply, especially in public and hospitality settings.
By adhering to IEC 60335-2-66:2025, manufacturers and organizations demonstrate a commitment to high safety standards, risk mitigation, and responsible product stewardship in the market for water-bed heaters.
