IEC 60335-2-96:2024 deals with the safety of flexible sheet heating elements intended to be incorporated into floors and walls below 1,2 m and above 2,3 m and in ceilings, their rated voltage being not more than 250 V for single-phase installations and 480 V for other installations including direct current (DC) supplied appliances. Flexible sheet heating elements are converted into heating units that are incorporated in the building in accordance with the instructions after which the required level of protection against hazards is achieved. Attention is drawn to the fact that - in many countries, different wiring rules apply; - for heating units intended to be used in vehicles or on-board ships or aircraft, additional requirements can be necessary; - in many countries, additional requirements are specified by the national authorities for fire protection, the national authorities for building regulations, the national health authorities, the national authorities responsible for the protection of labour and similar authorities. This standard does not apply to - heating units intended exclusively for industrial purposes; - heating units intended to be used in locations where special conditions prevail, such as the presence of a corrosive or explosive atmosphere (dust, vapour or gas); - blankets, pads, clothing and similar flexible heating appliances (IEC 60335-2-17); - foot warmers and heating mats (IEC 60335-2-81); - heated carpets and for heating units for room heating installed under removable floor coverings (IEC 60335-2-106); - flexible sheet heating elements incorporated in other appliances. This third edition cancels and replaces the second edition published in 2019. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: a) alignment with IEC 60335-1:2020; b) conversion of some notes to normative text (Clause 1, 5.2, 7.12.101); c) correction to reinstate the touch current limit in 22.105. This part 2 is to be used in conjunction with the latest edition of IEC 60335-1 and its amendments unless that edition precludes it; in that case, the latest edition that does not preclude it is used. It was established on the basis of the sixth edition (2020) of that standard. The content of the corrigendum 1 (2025-10) has been included in this copy.
Abstract
Overview
IEC 60335-2-96:2024 specifies the safety requirements for flexible sheet heating elements designed for room heating. These electrical heating elements are intended for installation in floors, ceilings, and specific wall locations below 1.2 meters or above 2.3 meters. The standard applies to units operating at voltages up to 250 V (single-phase) or 480 V (other installations, including DC). The purpose is to ensure that, when incorporated into buildings as instructed, these heating units afford adequate protection against electrical, thermal, mechanical, and fire hazards.
This third edition brings technical revisions, including updates aligned with IEC 60335-1:2020, clarifications in safety requirements, and corrections to safety limits. It recognizes variable wiring and building safety rules across different countries, calling attention to local regulations that may impose extra fire, electrical, or labor protection requirements.
Key Topics
- Scope & Applicability
- Applies to flexible sheet heating elements incorporated into floors, ceilings, and select wall sections
- Covers both single-phase (up to 250 V) and multi-phase/direct current installations (up to 480 V)
- Excluded Products
- Not applicable to heating elements intended solely for industrial purposes, explosive/corrosive locations, heated carpets, heating mats, blankets, pads, or flexible elements in other appliances
- Safety Requirements
- Focuses on protection against electric shock, overheating, moisture, and fire
- Stipulates rigorous construction and insulation standards
- Requires marking, installation instructions, and clear identification of ratings and compatible installation sites
- Testing and Classification
- Details testing protocols for mechanical strength, stability, electrical insulation, temperature limits, and abnormal operation
- Mandates product marking, installation guidance, and, where needed, the use of earthing or isolating transformers
- National and Local Considerations
- Highlights the importance of adhering to applicable national wiring rules and additional local building and health regulations
Applications
IEC 60335-2-96:2024 is essential for manufacturers, building professionals, and regulators working with underfloor heating, ceiling heating, and specialized wall heating systems in residential or similar environments. Typical scenarios include:
- Underfloor Heating: Safe installation of flexible heating sheets beneath different types of flooring such as tile, timber, or concrete, ensuring no compromise to building safety.
- Ceiling Heating: Integration of heating elements into ceilings where space heating is needed without traditional radiators or HVAC systems.
- Wall Heating: Placement of heating sheets in walls above 2.3 m or below 1.2 m, often for supplemental zone heating or comfort improvements.
The standard guides the incorporation of these heating elements into building structures, with specific instructions for protection, clear labeling, and reference to required installation conditions-such as earth grids or insulation layers-depending on application type and building material (e.g., concrete vs. timber).
Related Standards
For comprehensive compliance and optimal safety, IEC 60335-2-96:2024 should be used in conjunction with the following standards:
- IEC 60335-1: General requirements for safety of household and similar electrical appliances
- IEC 60335-2-17: Safety of blankets, pads, and similar flexible heating appliances
- IEC 60335-2-81: Safety requirements for foot warmers and heating mats
- IEC 60335-2-106: Heated carpets and floor heating units under removable floor coverings
- IEC 60364-7-701: Requirements for special installations or locations - Bathrooms and showers
- IEC 60884-1: Plugs and socket-outlets for household purposes
- ISO 3864-1: Safety sign and marking design principles
Manufacturers and installers should ensure compliance with IEC 60335-2-96:2024 in the context of national electrical codes, fire regulations, and any additional requirements for the built environment.
