IEC 60364-7-714:2011 applies to the selection and erection of luminaires and lighting installations forming part of an outdoor fixed installation. The origin of the external lighting installation is the supply delivery point of electrical energy by the supply authority or the origin of the circuit supplying the external lighting installation exclusively. The requirements apply to, for example, lighting installations for roads, parks, gardens, places open to the public, sporting areas, illumination of monuments, floodlighting, telephone kiosks, bus shelters, advertising panels, town plans and road signs. The requirements do not apply to: - public street-lighting installations which are part of the public power grid; - temporary festoon lighting; - road traffic signal systems; - and luminaires which are fixed to the outside of a building and are supplied directly from the internal wiring of that building. This second edition cancels and replaces the first edition, published in 1996, and constitutes a technical revision. The major technical changes with respect to the previous edition are listed below: - clause numbering is aligned with present structure of IEC 60364; - additional protection is required in some cases of equipment incorporating lighting; - more stringent requirements regarding IP degree of protection; - introduction of particular requirements for isolation.
Abstract
Overview
IEC 60364-7-714:2011 is an international standard providing specific requirements for low-voltage electrical installations related to external lighting. This standard, published by the International Electrotechnical Commission (IEC), applies to the selection and erection of luminaires and lighting installations forming part of fixed outdoor electrical systems. Its scope covers outdoor lighting for roads, parks, gardens, public places, sporting areas, monuments, floodlighting, telephone kiosks, bus shelters, advertising panels, town plans, and road signs.
Notably, IEC 60364-7-714:2011 excludes public street lighting connected directly to the public power grid, temporary festoon lighting, road traffic signal systems, and luminaires fixed on buildings supplied from internal wiring.
The document represents the 2nd edition, replacing the 1996 version, with technical updates including aligned clause numbering with broader IEC 60364 structure, enhanced protection requirements for lighting equipment, stricter IP protection standards, and defined isolation conditions.
Key Topics
-
Scope and Application
Defines applicability to outdoor fixed external lighting installations starting at the supply delivery point or circuit exclusive to such lighting. -
Protection for Safety
Includes detailed measures for protecting persons against electric shock:- Prohibits application of non-conducting location and earth-free equipotential bonding.
- Specifies earthing and equipotential bonding requirements; metallic structures not part of the installation need not be earthed.
- Mandates additional protection with residual current devices (RCDs) rated ≤30 mA for lighting in bus shelters, telephone kiosks, and similar installations.
-
Equipment Access and Protection
Enclosures must prevent accidental contact with live parts without tools or keys unless restricted to skilled personnel.
Doors less than 2.5 m above ground require locking and contact protection rated at least IPXXB or IP2X.
For luminaires below 2.8 m height, access to light sources must be secured by removable barriers requiring tools. -
Selection and Erection Rules
Addresses operational conditions and environmental influences including ambient temperature (-40°C to +40°C) and climatic conditions (humidity classes).
Minimum ingress protection for electrical equipment is IP33, with the possibility of higher ratings as needed.
Every circuit must be individually isolatable from live supply conductors for safe maintenance and operation. -
Normative References
Relies on other IEC standards such as IEC 60364-4-41 for protection against electric shock, IEC 60364-5-51 for common rules of equipment selection and erection, and IEC 60364-5-53 for isolation and switching requirements.
Applications
IEC 60364-7-714:2011 is essential for electrical engineers, designers, contractors, and authorities involved in planning, installing, and maintaining outdoor lighting installations. Its guidance ensures safety, operational reliability, and compliance with international standards in environments such as:
- Urban and rural road lighting systems distinct from public street lighting grids.
- Public parks, gardens, and recreational sporting areas.
- Architectural and monument illumination.
- Public telecommunication booths and bus shelters.
- Lighting for advertising displays, town maps, and road signage.
By following this standard, stakeholders improve safety against electrical hazards, ensure durable and weather-resistant installations, and maintain proper isolation and control mechanisms.
