IEC 60695-1-12:2015 is intended as a general guideline for IEC Product Committees and provides: - an explanation of the principles and uses of fire safety engineering; - guidance on the use of fire safety engineering in the design of electrotechnical products; - fire safety engineering terminology and concepts; - an indication of properties, data and tests needed for input into fire safety engineering assessments and - informative references. This international standard is not intended to be a detailed technical design guide, but is intended to provide guidance for product committees on fire safety engineering methods and performance based test information needs for use in performance based designs and fire hazard assessments of electrotechnical materials, assemblies, products and systems. Key words: Fire Hazard, Fire Test Method, Fire Safety Engineering This publication is to be read in conjunction with IEC 60695-1-10:2009 and IEC 60695-1-11:2014.
Abstract
Overview
IEC 60695-1-12:2015 is an international standard published by the International Electrotechnical Commission (IEC) that provides guidance on fire hazard assessment and fire safety engineering for electrotechnical products. This standard is designed primarily as a general guideline for IEC Product Committees, offering an explanation of fire safety engineering principles, terminology, and the types of data and fire tests useful for effective fire hazard assessment. Rather than providing a prescriptive or detailed technical design methodology, IEC 60695-1-12:2015 aims to assist committees in selecting and applying appropriate fire safety engineering methods and performance-based test information in the design, development, and assessment of electrotechnical products, materials, assemblies, and systems.
Key Topics
- Principles of Fire Safety Engineering: The standard outlines fundamental concepts in fire safety engineering, emphasizing the protection of life, property, operational continuity, environment, and heritage.
- Use of Fire Safety Engineering: Guidance on integrating fire safety engineering into the design process of electrotechnical products, enabling performance-based approaches for fire hazard mitigation.
- Terminology and Concepts: A comprehensive set of fire safety and engineering terms is provided, promoting clarity and consistency in communication among professionals.
- Fire Hazard Assessment: Discussion of how qualitative and quantitative fire test data relate to real-life fire scenarios and contribute to performance-based designs.
- Fire Test Methods and Data Requirements: Overview of the types of properties, data, and tests (such as heat release rate, ignition characteristics, and flame spread) required for effective fire safety engineering assessments.
- Application in Standards Development: Guidance for technical committees on how to use fire safety engineering in the preparation and harmonization of product standards.
Applications
IEC 60695-1-12:2015 is highly relevant for:
- Standardization Committees: A primary resource for those developing or revising international standards, ensuring fire safety is adequately considered and harmonized across electrotechnical sectors.
- Product Designers and Manufacturers: Useful for incorporating fire safety considerations at early stages of electrotechnical product design, enhancing product safety, and supporting regulatory compliance.
- Testing Laboratories: Provides context for selecting relevant qualitative and quantitative fire test methods tailored to specific products or applications.
- Compliance and Safety Assessment: Offers a performance-based approach that can be used to meet the requirements of various national and international fire safety codes.
- Risk Assessors and Safety Engineers: Supports fire hazard assessment and risk mitigation strategies in electrotechnical applications, including materials, devices, and complete systems.
Related Standards
IEC 60695-1-12:2015 should be used in conjunction with other key standards in the IEC 60695 series for comprehensive fire hazard testing, including:
