IEC 60825-12:2022 This part is applicable to products that emit laser radiation for the purpose of free space optical data transmission. This document does not apply to laser products designed for the purposes of transmitting optical power for applications such as material processing or medical treatment. This document also does not apply to the use of laser products in explosive atmospheres (see IEC 60079-0). Light-emitting diodes employed by free space optical communication systems, used for the purpose of free space optical data transmission, do not fall into the scope of this document. The contents of the corrigenda 1 (2024-07) and 2 (2026-01) have been included in this copy.
Abstract
Overview
IEC 60825-12:2022 is an international standard published by the International Electrotechnical Commission (IEC) that governs the safety of free space optical communication systems (FSOCS) used for information transmission via laser radiation. This standard specifically applies to products that emit laser radiation for data transmission through free space optical means. It excludes laser products intended for material processing, medical treatments, or use in explosive atmospheres.
This edition includes the latest corrigendum from 2024, ensuring up-to-date safety guidelines. The standard plays a crucial role in harmonizing safety requirements across industries deploying laser-based free space optical communication technologies, ensuring user safety while enabling efficient optical data transfer.
Key Topics
-
Scope and Applicability
Detailed definitions clarify that IEC 60825-12:2022 applies exclusively to FSOCS laser products for data transmission, excluding light-emitting diode (LED) based systems and certain industrial or medical laser applications. -
Access Level Assessment
The standard defines access levels (1, 1M, 2, 2M, 3R, 3B, and 4) to classify the potential hazard posed by laser radiation exposure, guiding safe design and deployment of FSOCS equipment. Assessment includes evaluating beam divergence, power levels, and exposure duration. -
Classification and Safety Evaluation
Provides in-depth procedures to classify FSOCS transmitters by access level, considering factors such as automatic power reduction (APR) mechanisms, and installation protection systems (IPS). -
Location-Based Safety Requirements
The document outlines safety provisions tailored to the environment where FSOCS equipment is installed. Different rules apply for unrestricted, controlled, and inaccessible locations to minimize safety risks. -
Organizational Responsibilities
Defines manufacturer, installation, servicing, and operational requirements necessary to maintain safety standards throughout the FSOCS product lifecycle. -
Marking and Warning Signs
Specifies marking protocols and signage requirements, including visibility and durability standards, to ensure hazard awareness for operators and the public. -
Supplementary Guidance
Informative annexes offer rationale behind access level concepts, hazard analysis methods, practical examples, and best practices for operation and maintenance, facilitating easier compliance and implementation.
Applications
IEC 60825-12:2022 is essential for industries and sectors deploying laser-based FSOCS technologies for high-speed, secure, and wireless optical communication. Key application areas include:
- Telecom and Data Networks: Ensuring safe deployment of laser transmitters in point-to-point optical wireless links for broadband connectivity.
- Unmanned Aerial Systems (UAS): Guidelines for integrating FSOCS in drones and aerial platforms for data transmission while controlling laser safety hazards.
- Commercial and Residential Optical Links: Safety compliance in urban or rural settings to prevent inadvertent laser exposure to inhabitants or passersby.
- Industrial Optical Communications: Applying the standard in controlled environments where laser transmissions are used for secure data links across plant or facility infrastructure.
- Research and Development: Assisting developers of FSOCS technologies to design products that meet international laser safety protocols.
Adherence to this standard guarantees that free space optical communication systems operate within internationally recognized safety limits, mitigating risks of eye or skin exposure to hazardous laser radiation.
Related Standards
For comprehensive laser safety and related applications, IEC 60825-12:2022 should be considered alongside these standards:
- IEC 60825-1: General safety requirements for laser products – baseline classification and safety protocols.
- IEC 60079-0: Equipment for explosive atmospheres – applicable as a reference for exclusions related to FSOCS use in hazardous environments.
- IEC 62471: Photobiological safety of lamps and lamp systems – relevant for understanding exposure limits to optical radiation.
- ISO/IEC 27001: Information security management, supporting the secure deployment of communication systems like FSOCS.
- IEC TR 62778: Blue light hazard from LEDs and laser exposure – complementary guidance for optical communication systems using LEDs.
By integrating IEC 60825-12:2022 with these international standards, manufacturers, installers, and operators can achieve robust safety, security, and performance in free space optical communication systems.
