IEC 60839-11-33:2021 defines the Web services interface for electronic access control systems. This includes listing electronic access control system components, their logical composition, monitoring their states and controlling them. It also includes a mapping of mandatory and optional requirements in accordance with IEC 60839-11-1:2013, as covered by Annex. This document applies to physical security only. Physical security prevents unauthorized personnel, attackers or accidental intruders from physically accessing a building, room, etc. Web services usage and device management functionality are outside the scope of this document. The document specifies only the data and control flow between a client and the services without reference to any physical device as the services required to implement a compliant electronic access control system (EACS) are not necessarily implemented on a single device, i.e. all services can be run on a control panel, event aggregator software on PC, etc.
Abstract
Overview
IEC 60839-11-33:2021 is an international standard developed by the International Electrotechnical Commission (IEC) that defines the interface for electronic access control systems (EACS) based on Web services. This standard focuses on specifying the data and control flow between clients and Web-based services to configure and manage electronic access control. It covers key system components, their logical composition, state monitoring, and command control without tying the implementation to any particular physical device. The scope is limited to physical security-preventing unauthorized access to buildings or secure areas-and excludes Web services usage management and device management functionalities.
Key Topics
IEC 60839-11-33:2021 outlines a comprehensive framework for electronic access control systems configuration using Web services, including:
-
Credential Service: Management of user credentials, including creation, modification, deletion, and retrieval of credential information. This service supports detailed command structures such as GetCredentialInfoList, CreateCredential, EnableCredential, and more.
-
Access Rules Service: Handling of access profiles which define who can enter which areas and under what conditions. Commands include creating, modifying, and deleting access profiles as well as retrieving access rule configurations.
-
Authentication Behaviour Service: Defines authentication profiles and security levels, facilitating varied authentication requirements for access control. Security level management helps tailor authentication rigor depending on security risks.
-
Schedule Service: Enables scheduling of access control policies with support for recurring patterns such as weekly or special day schedules. It ensures flexible control of credentials and access profiles in accordance with time-based rules.
-
Error Handling and Notification Topics: The standard ensures robust operational reliability through defined namespaces for error reporting and notifications on system status and configuration changes.
These topics collectively enable interoperable, scalable, and flexible electronic access control configurations using Web service protocols.
Applications
IEC 60839-11-33:2021 is critical for the design and implementation of secure physical access control systems in various sectors:
- Commercial Buildings: Streamlining access for employees and authorized personnel with real-time credential management and coordinated access scheduling.
- Industrial Facilities: Mitigating risks by defining strict access rules and authentication behaviors supported by dynamic scheduling.
- Public Infrastructure: Enhancing security and operational efficiency in transportation hubs, government buildings, and educational institutions.
- Healthcare Environments: Managing sensitive areas with layered authentication profiles and detailed audit trails delivered through Web service interfaces.
- Integrated Security Systems: Allowing interoperability between multiple devices and software components distributed across networks, supporting software event aggregators and control panels running remote access configurations.
By relying on this standard, organizations can deploy access control systems capable of centralized management, remote configuration, and seamless integration with broader security management solutions.
Related Standards
IEC 60839-11-33:2021 is part of the IEC 60839 series dealing with alarm and electronic security systems. Key related standards include:
- IEC 60839-11-1:2013: Provides mandatory and optional requirements for electronic access control systems, which IEC 60839-11-33 maps to for Web service implementation.
- IEC 60839-11-x (other parts): Cover additional aspects of electronic access control, including device interfaces and system integration.
- IEC 62443 Series: Addresses cybersecurity for industrial automation and control systems, relevant to securing Web-based interfaces.
- ISO/IEC 27001: Provides a framework for information security management that complements the physical security focus of IEC 60839-11-33.
Adherence to these standards helps achieve comprehensive and compliant physical security architecture integrated with IT-based security controls.
Implementing IEC 60839-11-33:2021 ensures that electronic access control configuration benefits from standardized Web services interfaces, enabling scalable, secure, and interoperable physical security solutions tailored for today's evolving access control needs. This standard is invaluable for systems architects, security engineers, and facility managers aiming to leverage Web technologies for modern access management.
