IEC 60860:2014 prescribes general, radiation detection, environmental, mechanical, electromagnetic and documentation requirements and specifies acceptance criteria for criticality accident warning equipment. This International Standard applies to equipment intended to provide warning of a criticality accident by the detection of gamma radiation, neutrons or both from such an event. The main technical changes with regard to the previous edition are as follows: - reference to IEC 61508 concerning the safety classification; - introducing requirement for the alarm sound level; - energy response requirement changes; - specification of time period of 1 min for the overload requirement; - updated EMC, mechanical and environmental requirements according to IEC 62706.
Abstract
Overview
IEC 60860:2014 is the International Electrotechnical Commission (IEC) standard specifying requirements and acceptance criteria for radiation protection instrumentation used as warning equipment for criticality accidents. This standard applies to systems designed to provide an immediate warning of a criticality accident through the detection of gamma radiation, neutrons, or both. The goal is to protect personnel by enabling timely evacuation in facilities where the risk of criticality exists, such as nuclear fuel storage, processing plants, and related environments.
The 2014 edition introduces important technical updates, including:
- Reference to IEC 61508 for safety classification
- Defined alarm sound level requirements
- Changes to energy response requirements
- Specification of overload time period
- Updated requirements for electromagnetic compatibility (EMC), mechanical, and environmental aspects
Key Topics
General and Safety Requirements
- Equipment must be able to promptly detect a criticality accident and trigger evacuation alarms with high reliability.
- Systems are to be classified minimally at SIL1 (Safety Integrity Level 1) according to IEC 61508.
- Attention must be given to minimize false alarms, applying redundancy (e.g., 2 out of 3 logic) and fail-safe design principles.
- Systems should be secured against unauthorized adjustments and designed to facilitate maintenance and decontamination.
Radiation Detection Capabilities
- Detection must cover both gamma and neutron radiation from criticality events.
- Alarm thresholds and detector response criteria must ensure prompt activation, even for short-duration radiation transients.
- Energy response tolerances are specified to ensure suitable sensitivity across a range of energies.
Environmental, Mechanical, and Electromagnetic Performance
- Compliance is required with updated environmental, mechanical, and EMC test criteria according to IEC 62706.
- Equipment must remain operational within specified ranges of temperature, humidity, and power supply variations.
Alarm Signals & Documentation
- Alarms must be both audible (90 dBA to 115 dBA at 1 meter) and, where necessary, visual to ensure detectability in noisy environments.
- Alarms should remain active until manually reset, with the reset ideally taking place outside evacuation areas.
- Comprehensive documentation is required for testing, maintenance, and calibration processes, ensuring ongoing compliance and traceability.
Applications
IEC 60860:2014 compliant warning equipment is essential in:
- Nuclear fuel storage facilities
- Fuel fabrication and processing plants
- Isotope production environments using fissionable materials
- Research laboratories with potential for uncontrolled fission chain reactions
Its primary value is in safeguarding human life by providing rapid and reliable notification to allow personnel evacuation in the event of a criticality accident. Additionally, the standard underpins regulatory compliance in nuclear safety, supporting operational licenses and audits. Secondary functions such as post-accident radiation measurement may be implemented if they do not compromise the primary warning function.
