Applies to internal fuses which are designed to isolate faulty capacitor elements or capacitor unit, in order to allow operation of the remaining parts of that capacitor unit and the bank. Such fuses are not a substitute for a switching device such as a circuit-breaker, or for external protection of the capacitor bank. This publication, together with IEC 60871-4 (1996) cancels and replaces IEC 60593 (1977).
Abstract
IEC 60931-3:1996 – Internal Fuses for Non-Self-Healing Shunt Capacitors up to 1000 V
Overview
IEC 60931-3:1996 is an international standard developed by the International Electrotechnical Commission (IEC) that specifies requirements for internal fuses used in non-self-healing shunt capacitors in AC power systems with rated voltages up to and including 1000 V. These internal fuses are designed exclusively to isolate faulty capacitor elements or units, allowing the remaining capacitor bank to continue safe operation without interruption.
This standard complements IEC 60931-1 (general capacitor requirements) and replaces the earlier IEC 60593 (1977), providing updated performance criteria, testing methods, and guidance for fuse protection coordination within capacitor units.
Key Topics
- Scope: Focuses on internal fuses that disconnect defective capacitor elements or units but do not replace external switching devices such as circuit breakers or bank protection devices.
- Performance Requirements: Defines the electrical and mechanical performance criteria for the internal fuses, including their ability to isolate faults under fault currents and voltages typical of capacitor operations.
- Disconnecting Criteria: Internal fuses must promptly disconnect faulty elements upon detection of dielectric failure or similar fault conditions to maintain overall system integrity.
- Testing Procedures:
- Routine and type tests to verify conformity with the performance standards.
- Specific disconnecting tests to ensure reliability under operational fault scenarios.
- Coordination of Protection: Includes guidelines for properly matching fuse performance with system conditions and other protective devices, ensuring both safety and operational continuity.
- Normative References: References to IEC 60931-1:1989 for general definitions and testing relating to shunt capacitors.
Applications
IEC 60931-3:1996 applies primarily to:
- Non-self-healing shunt capacitors used in low voltage AC systems (≤ 1000 V).
- Capacitor banks in industrial, commercial, and utility power distribution networks.
- Systems where reliable internal fault isolation within capacitors is crucial to avoid full bank shutdown and minimize maintenance.
- Coordination of internal fuses with external protection to enhance electrical system safety and resilience.
This standard ensures the internal fuse’s functionality in preserving capacitor bank operation during fault conditions, reducing downtime and protecting both equipment and personnel from electrical hazards.
Related Standards
- IEC 60931-1 (1989): Covers general performance, testing, and safety requirements for shunt capacitors of the non-self-healing type up to 1000 V.
- IEC 60871-4 (1996): Related to fuses for capacitor protection, often referenced alongside IEC 60931-3.
- IEC 60050 – International Electrotechnical Vocabulary (IEV): Provides essential terminology for electrical engineering, ensuring standardized communication.
- IEC 60027, 60417, 60617: Cover letter and graphical symbols used in electrotechnical documentation, complementing capacitor and fuse standards.
Why Comply with IEC 60931-3:1996?
- Improved Safety: Internal fuses that comply with IEC 60931-3 effectively isolate faults to prevent cascading failures and electrical hazards.
- Reliable System Operation: Enables continuous operation of unaffected capacitor elements, increasing overall system reliability.
- Standardized Testing: Assures consistent quality and predictable performance through rigorous testing protocols.
- Global Acceptance: Facilitates international trade and equipment compatibility by adhering to recognized global standards.
- Protection Coordination: Provides a framework for optimal integration of internal fuses with external protective devices, ensuring comprehensive fault management.
By following IEC 60931-3:1996 guidelines, manufacturers and engineers can enhance the reliability and safety of capacitor banks in AC power systems, helping maintain power quality and prevent costly outages in industrial and utility applications.
