IEC 61131-3:2013 specifies the syntax and semantics of a unified suite of programming languages for programmable controllers (PCs). This suite consists of two textual languages, Instruction List (IL) and Structured Text (ST), and two graphical languages, Ladder Diagram (LD) and Function Block Diagram (FBD). This third edition cancels and replaces the second edition, published in 2003 and constitutes a technical revision. It includes the following significant technical changes: It is a compatible extension of the second edition. The main extensions are new data types and conversion functions, references, name spaces and the object oriented features of classes and function blocks.
Abstract
Overview
IEC 61131-3:2013 is the international standard defining the programming languages for programmable controllers (PCs). This third edition represents a significant technical revision of the 2003 second edition, providing a unified suite of programming languages tailored to industrial automation systems. The standard specifies syntax and semantics for four programming languages:
- Instruction List (IL) - textual, low-level language
- Structured Text (ST) - high-level textual language similar to Pascal
- Ladder Diagram (LD) - graphical language based on relay logic
- Function Block Diagram (FBD) - graphical schematic language
This edition introduces new data types, conversion functions, and object-oriented programming features including classes and function blocks, enabling more powerful and modular control applications.
Key Topics
Unified Programming Model
IEC 61131-3 establishes a consistent framework for defining program organization units (POUs) including functions, function blocks, and programs. It covers variable declarations, data typing, namespace usage, and supports sequential function chart (SFC) elements for modular control program structuring.
Object-Oriented Extensions
This edition enhances programmable controller programming with object-oriented concepts such as:
- Classes with inheritance
- Interfaces
- Polymorphism
- Encapsulation in function blocks
These features enable reuse, extensibility, and better maintainability of automation code akin to modern software engineering practices.
Data Types and Literals
The standard expands elementary and user-defined data types to include complex structures, arrays, and new generic types. It specifies external representations for literals including numeric, string, duration, and date/time values.
Compliance and Implementation
Clear compliance requirements and implementer’s statements ensure standard-conformant programming environments. This facilitates interoperability between diverse automation systems and controllers.
Applications
IEC 61131-3:2013 programming languages are essential in the design and implementation of industrial automation systems, including:
- Manufacturing assembly lines – controlling robotic arms, conveyors, and machinery
- Process automation – chemical plants, water treatment facilities with complex sequential and safety control logic
- Building automation – HVAC, lighting, security systems integration
- Energy management systems – smart grids, renewable energy control
- Transportation systems – railway signaling, elevator control
By adhering to this international standard, engineers ensure scalable, reliable, and maintainable control solutions across industries.
