IEC 61162-460:2024 is an add-on to IEC 61162-450 where higher safety and security standards are needed, for example due to higher exposure to external threats or to improve network integrity. This document provides requirements and test methods for equipment to be used in an IEC 61162-460 compliant network as well as requirements for the network itself and requirements for interconnection from the network to other networks. This document also contains requirements for a redundant IEC 61162-460 compliant network. This document does not introduce new application level protocol requirements to those that are defined in IEC 61162-450. The contents of the corrigendum of July 2024 have been included in this copy.
Abstract
Overview
IEC 61162-460:2024 is an international standard published by the International Electrotechnical Commission (IEC). It addresses maritime navigation and radiocommunication equipment and systems, specifically focusing on digital interfaces for multiple talkers and multiple listeners using Ethernet interconnection with enhanced safety and security requirements.
As an add-on to IEC 61162-450, IEC 61162-460 is designed for applications where increased safety and security measures are necessary, such as environments with higher exposure to external cyber threats or the need to improve network integrity and resilience. This standard sets out requirements and test methods for equipment and networks designed to operate within an IEC 61162-460-compliant environment, including support for network redundancy.
Key Topics
-
Enhanced Safety and Cyber Security
IEC 61162-460 outlines stringent safety and security requirements for maritime digital networks. It includes measures to mitigate external and internal threats, use of firewalls, access controls, protection against denial of service, and secure software lifecycle procedures. -
Network Redundancy and Resilience
The standard requires robust redundancy strategies for interfaces, devices, and the overall network to ensure continuous operation and recovery from failures, supporting the mission-critical nature of shipboard communications. -
Traffic Management and Prioritization
IEC 61162-460 details protocols for network traffic management, including resource allocation, loop prevention, traffic separation, and prioritization. This ensures reliability and performance across interconnected equipment during normal and degraded modes of operation. -
System and Network Monitoring
Effective network monitoring is mandated, covering network load, topology, redundancy, and event logging (Syslog). Alert management is aligned with bridge alert management practices, supporting real-time operational awareness and compliance. -
Interconnection with Other Networks
The standard specifies requirements for connecting controlled IEC 61162-460 networks to other controlled or uncontrolled networks via defined gateways and forwarders, ensuring safe and secure interoperation. -
Compatibility and No New Application Protocols
IEC 61162-460 does not introduce new application-level protocol requirements beyond those in IEC 61162-450, ensuring compatibility and seamless integration with existing equipment and protocols.
Applications
IEC 61162-460:2024 is pivotal for a range of maritime applications where digital systems require both interoperability and robust protection:
-
Navigation and Bridge Systems
Used in integrated bridge systems (IBS), radar, electronic chart display and information systems (ECDIS), and other shipboard navigation equipment needing secure and reliable communication. -
Radio Communication Equipment
Supports ship-based and shore-based radio communications vital for safety and operation, where trust in networked device data is essential. -
Vessel Control and Monitoring
Helps protect vessel control networks from external and internal cyber threats, ensuring the integrity and availability of control and monitoring functions. -
Fleet and Remote Maintenance
Facilitates secure remote access for maintenance and diagnostics, essential for modern ships with increasing connectivity to shore-based systems. -
Cybersecurity Compliance
Meets requirements set by classification societies such as the International Association of Classification Societies (IACS) for cyber resilience and safety.
