Provides elements for product conformity assessment. Critical defects on tools, devices and equipment for live working are not acceptable. Major defects on tools, devices and equipment for live working are likely to result in failure or in a significant reduction of functionality, while minor defects do not reduce significantly the functionality. This standard defines assessment methods for products having completed production phase to assure that they conform to the requirements of the corresponding product standard. It is to be used in conjunction with live working corresponding product standards. The following elements are not covered by the present document, but are included in each product standard: - type tests; - provisions and description for sampling and routine tests; - the identification and classification of the corresponding defects resulting from a risk analysis. This third edition cancels and replaces the first edition which was issued as a technical report in 1994 with its Corrigendum 1 (2000), and the second edition, withdrawn, which was issued as a standard in 2003. It includes the following significant technical changes from the previous edition: - change of the purpose of the document from a support to standard writers to a standard for assessing the conformity by testing of products having completed the production phase; - clarification of the definitions of critical, major and minor defects; - specification of ISO 2859 for the manufacturers to define the appropriate sampling plans; - review of the acceptance quality limit (AQL) to specify lower limits.
Abstract
Overview
The IEC 61318:2007 standard, titled Live working - Conformity assessment applicable to tools, devices and equipment, is an international standard established by the International Electrotechnical Commission (IEC). It specifically addresses the conformity assessment processes for tools, devices, and equipment designed for live working-tasks performed on energized electrical systems.
This third edition emphasizes product conformity assessment after production, ensuring tools and equipment meet safety and functionality requirements. The standard excludes type testing, sampling and routine test provisions, and defect classification, which are detailed within individual product standards. It provides a robust framework to classify defects and defines testing categories to facilitate quality assurance in live working products.
Key Topics
-
Defect Classification
- Critical Defects: Unsafe or hazardous, rendering the product unacceptable
- Major Defects: Likely to cause product failure or significantly reduce functionality
- Minor Defects: Do not significantly reduce product functionality
-
Testing Categories
- Type Tests: Conducted during design phase (covered by product standards, not IEC 61318)
- Routine Tests: Performed on each item post-production to confirm compliance
- Sampling Tests: Conducted on a sample batch following statistically valid plans
- Acceptance Tests: Contractual verification tests to satisfy customer specifications
-
Conformity Assessment Procedures
The standard mandates a systematic conformity assessment based on defect severity and testing outcomes. It integrates the use of ISO 2859 for sampling plans and enforces lower acceptance quality limits (AQL) to maintain product safety integrity. -
Alternative Test Methods
Manufacturers may apply validated alternative test methods if they promise an equivalent level of safety and conformity, subject to approval by a responsible authority.
Applications
IEC 61318:2007 is applicable to all tools, devices, and equipment utilized during live working activities such as maintenance, repair, and operation of energized electrical installations. Its practical value lies in:
- Ensuring safety and reliability by rejecting critical and major defect items from production batches
- Supporting quality control processes by specifying test categories and sampling plans tailored to production workflows
- Providing manufacturers and suppliers with a compliance framework aligning with mandatory live working product standards
- Facilitating production certification through structured conformity assessment that meets international best practices
- Allowing for flexibility in testing through validated alternative test methods to address practical manufacturing constraints
This standard is essential for industries involved in electrical power generation, transmission, and distribution, where live working performed with compliant tools and equipment mitigates risks of electric shock, equipment failure, and operational downtime.
Related Standards
IEC 61318:2007 is designed to be used in conjunction with product-specific live working standards that cover type testing, defect classification, and routine/sampling test provisions. Related references include:
- ISO 2859 (Sampling procedures for inspection by attributes) – Specifies statistically valid sampling plans referenced for conformity assessment
- Corresponding Live Working Product Standards such as IEC 60900 (Live working - Electrical insulating gloves) and IEC 61482 (Live working - Protective clothing against thermal hazards)
- ISO/IEC Guides and other IEC Standards relating to conformity assessment principles, risk analysis, and safety requirements
These complementary standards ensure a cohesive international framework for safety, conformity, and performance testing of electrical live working tools and devices.
