IEC 61362:2012 includes relevant technical data necessary to describe hydraulic turbine governing systems and to define their performance. It is aimed at unifying and thus facilitating the selection of relevant parameters in bidding specifications and technical bids. It will also serve as a basis for setting up technical guarantees. The scope of this standard is restricted to the turbine governing level. Additionally some remarks about the control loops of the plant level and about primary and secondary frequency control (see also Annex B) are made for better understanding without making a claim to be complete. Important topics covered are: - speed, power, water level, opening and flow (discharge) control for reaction and impulse-type turbines including double regulated machines; - means of providing actuating energy; - safety devices for emergency shutdown. To facilitate the setting up of specifications, this guide also includes data sheets, which are to be filled out by the customer and the supplier in the various stages of the project and the contract. Acceptance tests, specific test procedures and guarantees are outside the scope of the guide; those topics are covered by IEC 60308. This second edition cancels and replaces the first edition published in 1998. It is a technical revision. It takes into account the experience with the guide during the last decade as well as the progress in the state of the art of the underlying technologies. Keywords: Hydraulic turbine, Hydraulic turbine governing systems.
Abstract
Overview
IEC 61362:2012 is an international standard published by the International Electrotechnical Commission (IEC) that provides a comprehensive guide to the specification of hydraulic turbine governing systems. This second edition, a technical revision of the 1998 version, reflects progress in technology and lessons learned over the past decade. The standard focuses exclusively on the turbine governing level, aiming to unify technical data, streamline bidding specifications, and simplify the definition of performance guarantees.
The standard encompasses essential parameters and control strategies relevant to hydraulic turbine governing-covering reaction and impulse-type turbines, including double-regulated machines. It also provides helpful insights into plant-level control loops and frequency control mechanisms, though such topics are not exhaustively treated.
Key Topics
IEC 61362:2012 offers detailed guidance and technical data on the following critical aspects of hydraulic turbine governing systems:
- Control Functions: Speed control, power output control, water level control, opening control, and flow (discharge) control tailored for various turbine types.
- Control Structure Configurations: Parallel and series control system arrangements, including multi-level and multiple control configurations.
- Governing System Performance: Modeling, digital simulation, and performance parameters such as PID controller settings (proportional, integral, derivative), permanent droop, servo-positioner behavior, and command signal adjustments.
- Actuating Energy Supply: Different methods for providing actuating energy to governors, including accumulator systems, direct electric positioners, and recommendations for hydraulic fluid selection.
- Safety and Emergency Devices: Quick shutdown, emergency shutdown procedures, overspeed protection, and interlock mechanisms ensuring system security.
- Operational Transitions: Guidance on start-up, synchronization, normal shutdown, and handling sudden load rejections.
- Supplementary Equipment: Measures and equipment to reduce pressure variations, surge control, braking systems, and synchronous condenser operation.
- Environmental Suitability: Requirements for vibration, shock resistance, temperature, humidity, and electromagnetic compatibility of governor components.
- Data Sheets: Standardized templates to facilitate specification setup and project documentation between customers and suppliers.
This standard does not cover acceptance tests, specific test procedures, or guarantees, which fall under IEC 60308.
Applications
IEC 61362:2012 is an invaluable resource for:
- Hydropower Plant Designers and Engineers: To establish unified and clear specifications for hydraulic turbine governors that ensure safe, reliable, and optimized turbine operation.
- Equipment Manufacturers and Suppliers: To accurately respond to bids with comprehensive technical offers aligned with international best practices.
- Project Managers and Contracting Parties: Facilitating contractual clarity by using standardized data sheets and parameters, reducing ambiguities in performance guarantees.
- Operational Staff and Maintenance Teams: Understanding various components and control strategies aids in efficient operation, troubleshooting, and system upgrades.
- Research and Development: Providing a solid foundation for simulation, modeling, and analysis of turbine governing systems in academic or industrial R&D settings.
By following IEC 61362:2012, stakeholders can achieve enhanced compatibility, improved safety, and optimized performance of hydraulic turbines within power plants.
