IEC 61400-12-5:2022 specifies the procedures for assessing the significance of obstacles and terrain variations on a proposed power performance measurement site and applies to the performance testing of wind turbines of all types and sizes connected to the electrical power network as described in other parts of the IEC 61400 series. The procedure applies to the performance evaluation of specific wind turbines at specific locations. This first edition of IEC 61400-12-5 is part of a structural revision that cancels and replaces the performance standards IEC 61400-12-1:2017 and IEC 61400-12-2:2013. The structural revision contains no technical changes with respect to IEC 61400-12-1:2017 and IEC 61400‑12‑2:2013, but the parts that relate to wind measurements, measurement of site calibration and assessment of obstacle and terrain have been extracted into separate standards. The content of the corrigendum 1 (2025-05) has been included in this copy.
Abstract
Overview
IEC 61400-12-5:2022 is a critical standard from the International Electrotechnical Commission (IEC) that defines procedures for assessing the impact of obstacles and terrain on power performance measurements at wind power testing sites. This part of the IEC 61400 series ensures reliable and accurate evaluation of wind turbine performance by addressing how nearby obstacles (such as buildings or trees) and terrain variations (like slopes and ridges) can influence wind speed measurements and, consequently, power output calculations.
IEC 61400-12-5:2022 applies to all types and sizes of wind turbines connected to the electrical grid, as outlined in other parts of the IEC 61400 series. It forms part of a structural revision, offering a standalone framework for evaluating obstacles and terrain in power curve measurements and nacelle power curve determinations, thereby replacing relevant content from previous standards IEC 61400-12-1:2017 and IEC 61400-12-2:2013.
Key Topics
-
Assessment of Obstacles and Terrain
The standard details the methods for identifying and quantifying the effect of physical obstructions and complex topography on wind measurement sectors. This includes determining valid wind direction sectors for testing, where wind flow is unaffected by obstacles or surrounding features. -
Measurement Sector Procedures
IEC 61400-12-5 introduces systematic procedures for:- Excluding data from wind directions affected by wakes from neighboring wind turbines, buildings, or other significant obstacles.
- Evaluating the size, distance, and relevance of obstacles to wind flow at both the wind turbine and measurement equipment locations.
- Dividing large or extended obstacles into smaller, manageable units for assessment.
-
Terrain Complexity Classification
The standard provides approaches to assess whether the test site terrain is considered “complex,” requiring site calibration, or “simple/flat,” for which calibration is not needed. This involves analyzing slope, ruggedness indices, and the presence of ridge formations. -
Measurement Equipment Interface
Clear guidelines are provided for coordinating data collection between the wind turbine under test and wind measurement equipment, such as meteorological masts or remote sensing devices.
Applications
IEC 61400-12-5:2022 is essential for:
-
Wind Farm Developers and Operators:
Ensuring that power performance tests are not biased by local site features, leading to more accurate and comparable wind turbine performance assessments. -
Test Laboratories and Certification Bodies:
Providing a rigorously defined process to verify site suitability, filter data, and report on measurement uncertainty due to site-specific terrain or obstacles. -
Turbine Manufacturers:
Enabling reliable, repeatable measurements for turbine acceptance and specification verification, supporting product guarantees and contractual obligations. -
Regulatory Compliance:
Aligning with internationally recognized procedures increases stakeholder confidence in reported wind turbine performance and streamlines approval processes.
Related Standards
IEC 61400-12-5:2022 is closely interconnected with other standards in the IEC 61400 series, including:
