Looking for deeper insights? Check out IEC 61508:2010 CMV, which includes commented versions of Parts 1 to 7 of IEC 61508. These commented versions highlight the changes made from previous editions and provide explanations from a world-leading expert on the reasons behind the most significant changes. IEC 61508-2:2010 applies to any safety-related system, as defined by IEC 61508-1, that contains at least: - one electrical, electronic or programmable electronic element; - applies to all elements within an E/E/PE safety-related system; - specifies how to refine the E/E/PE system safety requirements specification, developed in accordance with IEC 61508-1, into the E/E/PE system design requirements specification; - specifies the requirements for activities that are to be applied during the design and manufacture of the E/E/PE safety-related systems except software, which is dealt with in IEC 61508-3. These requirements include the application of techniques and measures that: - are graded against the safety integrity level, for the avoidance of, and control of, faults and failures; - specifies the information necessary for carrying out the installation, commissioning and final safety validation of the E/E/PE safety-related system; - provides requirements for the preparation of information and procedures needed by the user for the operation and maintenance of the E/E/PE safety-related systems; - specifies requirements to be met by the organisation carrying out any modification of the E/E/PE safety-related systems. This second edition cancels and replaces the first edition published in 1998. This edition constitutes a technical revision. It has been subject to a thorough review and incorporates many comments received at the various revision stages. It has the status of a basic safety publication according to IEC Guide 104. This publication is of high relevance for Smart Grid.
Abstract
Overview
IEC 61508-2:2010 is a critical international standard published by the International Electrotechnical Commission (IEC) that outlines requirements for the design and manufacturing of electrical, electronic, and programmable electronic (E/E/PE) safety-related systems. As Part 2 of the broader IEC 61508 series on functional safety, this standard is essential for ensuring the safety integrity of such systems, which are increasingly vital in industries reliant on automated or safety-critical electronic systems.
This second edition, published in 2010, supersedes the original 1998 version and incorporates comprehensive technical revisions based on extensive global expert feedback. It serves as a fundamental safety publication that forms the foundation for safe E/E/PE system lifecycle management, especially focusing on design and realization specifications excluding software (covered in IEC 61508-3).
Key Topics
- Scope of Application: Applies to all safety-related systems containing at least one electrical, electronic, or programmable electronic element, including complete subsystems and components within the overarching E/E/PE safety-related system.
- Design Requirements Specification: Refines system safety requirements from IEC 61508-1 into specific design requirements for E/E/PE systems, providing a blueprint for achieving functional safety.
- Safety Lifecycle Activities: Specifies requirements and guidelines for all phases of system design and manufacture-from initial design, architecture synthesis, and integration to commissioning and final safety validation.
- Fault Avoidance and Control: Introduces graded techniques and measures tailored to the Safety Integrity Level (SIL) to mitigate faults and failures, including systematic and random failures.
- Documentation and Procedures: Details the essential documentation necessary for installation, commissioning, operation, maintenance, and modifications performed by organizations responsible for the safety-related system.
- Management of Functional Safety: Addresses management processes ensuring compliance and proper execution of safety measures throughout the lifecycle.
- Architectural Constraints and Diagnostics: Provides requirements for hardware safety integrity architectures, diagnostic coverage, and safe failure fractions critical to system reliability.
- Specialized Techniques: Includes annexes with techniques for fault control, avoidance of systematic failures, and specific requirements for integrated circuits with redundancy and ASIC design considerations.
Applications
IEC 61508-2:2010 is highly relevant across diverse safety-critical sectors where E/E/PE safety-related systems are deployed, including but not limited to:
- Industrial Automation: Design of safety control systems for process plants, manufacturing lines, and robotics where failure could lead to hazardous events.
- Smart Grid Technology: Implementation of safety-related electrical and electronic systems in power distribution networks ensuring stable, fault-tolerant grid operations.
- Transportation Systems: Safety management systems in vehicles, railway signaling, and avionics that rely on programmable electronic controls.
- Energy Generation: Safety-critical control systems in nuclear power plants, renewable energy resources, and conventional power generation.
- Consumer and Medical Devices: Ensures the reliability and safety of embedded electronic controls where malfunctions can impact human health and safety.
By adhering to IEC 61508-2, organizations can achieve higher safety integrity levels, mitigate operational risks, and comply with international safety legislation and best practices.
Related Standards
- IEC 61508-1: General requirements for functional safety-provides the overall safety lifecycle framework and definitions.
- IEC 61508-3: Requirements for software aspects of safety-related systems-complements Part 2 by addressing software design and verification.
- IEC 61508-4 to IEC 61508-7: Cover additional aspects such as hardware elements, validation, and guides to harmonize the entire safety lifecycle.
- Industry-Specific Standards: Many sector-specific safety standards (e.g., IEC 62061 for machinery safety, IEC 61850 for power utility automation) leverage IEC 61508 principles for E/E/PE safety.
