IEC 62244:2019 defines the performance requirements of installed monitors used for the detection of gamma and neutron radiation emitters. These monitors are commonly known as radiation portal monitors or RPMs. They are used to monitor vehicles, cargo containers, people, or packages and are typically located at national and international border crossings. They may be used at any location where there is a need for this type of monitoring. This document establishes the general, radiological, climatic, mechanical, electric and electromagnetic and documentation requirements and associated test methods. This document does not apply to the performance of spectroscopy-based portal monitors covered in IEC 62484. This second edition cancels and replaces the first edition issued in 2006. This edition includes the following significant technical changes with respect to the previous edition: a) making the standard consistent with the new standards for detection of illicit trafficking of radioactive material (see the Introduction); b) creating unformed functionality test for all environmental, electromagnetic and mechanical tests and a requirement for the coefficient of variation of each nominal mean reading; c) reference to IEC 62706 for the environmental, electromagnetic and mechanical test conditions; d) adding information regarding climatic exposures.
Abstract
Overview
IEC 62244:2019 is an international standard published by the International Electrotechnical Commission (IEC) that specifies performance requirements for installed Radiation Portal Monitors (RPMs). These RPMs are vital radiation protection instruments designed for detecting illicit trafficking of radioactive and nuclear materials. The standard places focus on monitoring gamma and neutron radiation emitters and applies primarily to RPMs installed at border crossings, ports, and other strategic checkpoints where vehicles, cargo containers, pedestrians, or packages need to be scanned rigorously to prevent unauthorized transport of radioactive substances.
The 2019 edition supersedes the first 2006 edition, introducing updates to align the standard with the latest technologies and operational requirements. It includes enhanced environmental, electromagnetic, climatic, mechanical, electrical, and documentation testing protocols, ensuring that radiation portal monitors function reliably under various challenging conditions.
Key Topics
-
Radiation Detection Requirements
- Gamma and neutron detection capabilities reflecting sensitivity and reliability.
- False alarm rates and background radiation effects, ensuring minimized operational disruption.
- Over-range indication and the ability to detect neutron radiation even in high gamma backgrounds.
-
Operational Configurations
- Accommodations for different traffic types: pedestrians, road vehicles, rail vehicles, and conveyor systems.
- Speed control measures to maintain detection accuracy across varying monitoring scenarios.
- Communication interface requirements for seamless data sharing and remote monitoring.
-
Environmental and Mechanical Durability
- Climatic resistance covering temperature extremes, humidity, dust, and moisture exposure.
- Mechanical robustness against vibrations and impacts ensuring consistent detector performance.
- Electromagnetic compatibility including tests for electrostatic discharge, radio frequency interference, and electric surges.
-
Testing and Quality Assurance
- Standardized test methods for assessing performance, environmental resilience, and electromagnetic compliance.
- Verification procedures ensuring statistical fluctuations are within acceptable limits.
- Comprehensive documentation requirements including operation manuals, test certificates, and declarations of conformity.
-
Exclusions
- This standard does not apply to spectroscopy-based portal monitors, which are instead addressed by IEC 62484.
Applications
IEC 62244:2019 is essential for agencies and organizations responsible for regulating and securing borders, customs checkpoints, and cargo inspection facilities. Practical applications include:
-
Border Security and Customs Control
- Scanning all forms of incoming and outgoing freight and vehicles to detect unauthorized radioactive materials.
-
Transport Security
- Monitoring railcars, trucks, and conveyer systems transporting goods through sensitive areas.
-
Public Safety
- Screening pedestrians in high-risk zones to prevent illicit contamination or misuse of radiation sources.
-
Nuclear Material Control
- Enabling early detection of illicit trafficking, thus contributing to nuclear non-proliferation and counter-terrorism efforts.
By following the rigorous requirements of IEC 62244:2019, operators ensure the reliability and effectiveness of installed radiation portal monitors, supporting global safety initiatives.
