IEC 62271-215:2021 is applicable to phase comparators designed to be plugged into the testing points of a voltage detecting and indicating system (VDIS) according to IEC 62271-213, to give an indication of the result of a phase comparison. The main usage is to provide a clear evidence of the phase relationship between two energized parts of a high-voltage network, at the same nominal voltage and frequency before coupling them. This first edition cancels and replaces the first edition of IEC 61243-5 published in 1997 and the first edition of IEC 62271-206 published in 2011. This edition constitutes a merging of the content of IEC 61243-5 and IEC 62271-206. This edition includes the following significant technical changes with respect to the previous editions of IEC 61243-5 and IEC 62271-206: the document does not include the specific phase comparators (SPCs) as defined in IEC 61243-5, which was specific to manufacturers, and takes back the technical principles of the universal phase comparator (UPC) for VDIS of all manufacturers; the phase comparator for sequential connected operation is introduced to facilitate the operation of phase comparation of large MV panels.
Abstract
Overview
IEC 62271-215:2021 is an international standard published by the International Electrotechnical Commission (IEC) that specifies requirements for phase comparators used with Voltage Detecting and Indicating Systems (VDIS) in high-voltage switchgear and controlgear applications. This first edition combines and replaces the earlier IEC 61243-5 (1997) and IEC 62271-206 (2011) standards, harmonizing the technical principles and defining a universal approach for phase comparators across all manufacturers.
The standard is primarily intended to ensure safe operation and clear phase relationship verification between two energized parts of a high-voltage network before they are coupled. By providing accurate, reliable indication of phase differences at the same nominal voltage and frequency, IEC 62271-215 supports enhanced operational safety and improved maintenance procedures in medium and high voltage electrical systems.

Scope and Purpose
IEC 62271-215 applies specifically to phase comparators designed to interface with VDIS testing points as defined in IEC 62271-213. The primary goal is to confirm phase relationships, minimizing the risk of faults when connecting energized parts of a network. -
Design and Construction Requirements
The standard covers general design principles, including:- Components of the phase comparator and their functions
- Types for simultaneous and sequential connected operations
- Probes, connection methods to VDIS, and built-in power supplies
- Indication methods for phase comparisons with considerations for perceptibility and response times
-
Technical Specifications
Detailed technical parameters include:- Frequency tolerance and frequency shift allowance
- Degree of protection (IP code)
- Climatic and mechanical resilience criteria such as temperature, humidity, vibration, mechanical impact, and fall resistance
- Electromagnetic compatibility requirements, including immunity to electrostatic discharge and radiated electromagnetic fields
- Dielectric strength tests such as lightning impulse and power-frequency withstand voltages
-
Testing and Type Approval
A comprehensive set of type tests ensures compliance and reliability:- Dielectric tests and tests for clear indication of correct or incorrect phase relationships

Applications
IEC 62271-215 phase comparators are extensively used in:
-
High-Voltage Network Operations
Facilitating safe coupling by verifying phase synchronization between circuit sections at nominal voltage and frequency, critical during switching, maintenance, and fault isolation. -
Medium Voltage Switchgear Panels
Including large-scale MV panels where sequential connected operation comparators can improve phase comparison procedures and operator convenience. -
Electric Power Utilities and Industrial Substations
Assisting in verification processes, reducing the risk of equipment damage and power outages due to phase mismatches. -
Testing and Diagnostic Equipment
Portable or fixed phase comparator devices utilized by maintenance personnel to provide clear, unmistakable indications of phase relationships.
By adhering to IEC 62271-215, operators can ensure safer network operation, prevent costly equipment damage, and enhance the reliability of power supply systems.
