IEC 62321-14:2026 specifies one technique for the determination of short-chain and medium-chain chlorinated paraffins (SCCPs: C10-C13 and MCCPs: C14-C17) in plastics of electrotechnical products. This document specifies a quantitative method for the determination of short-chain and medium-chain chlorinated paraffins in electrotechnical products by means of solvent extraction and gas chromatography-negative chemical ionization-mass spectrometry (GC-NCI-MS). This document is a basic environment horizontal publication focusing on test methods and is primarily intended for use by committees in the preparation of publications within the area of environment in accordance with the principles laid down in IEC Guide 123. Wherever applicable, it is the responsibility of committees to make use of environment basic publications in the preparation of their environment group and product publications. Committees can apply this document directly to products when they do not develop a product publication in the area of environment. WARNING – Persons using this International Standard should be familiar with normal laboratory practice. This International Standard does not purport to address all of the safety problems, if any, associated with its use. It is the responsibility of the user to establish appropriate safety and health practices and to ensure compliance with any national regulatory conditions.
Abstract
Overview
IEC 62321-14:2026 is an International Electrotechnical Commission (IEC) standard that specifies a reliable method for the determination of short-chain chlorinated paraffins (SCCPs, C10-C13) and medium-chain chlorinated paraffins (MCCPs, C14-C17) in plastics of electrotechnical products. The standard applies a quantitative approach using solvent extraction and gas chromatography-negative chemical ionization-mass spectrometry (GC-NCI-MS). As part of the IEC 62321 series, it supports the global harmonization of testing methods aimed at ensuring compliance with regulatory limits for hazardous substances in electrical and electronic equipment.
Key Topics
- Target Substances: SCCPs and MCCPs, which are chlorinated organic compounds often used as flame retardants and plasticizers in plastics.
- Typical Matrices: The method has been evaluated for acrylonitrile butadiene styrene (ABS) and polyvinyl chloride (PVC) plastics, and may be applicable to similar materials.
- Analytical Method: Uses solvent extraction followed by GC-NCI-MS for precise identification and quantification.
- Sample Preparation: Includes ultrasonic extraction, sulfuric acid clean-up, and filtration steps suitable for achieving high accuracy.
- Calibration and Quality Control: Utilizes internal standards, regular calibration checks, and matrix spikes to ensure data reliability.
- Precision and Reproducibility: Repeatability and reproducibility performance have been validated through interlaboratory comparison studies.
Applications
IEC 62321-14:2026 is intended for:
- Manufacturers of Electrical and Electronic Equipment: Enables compliance with regulations restricting the use of SCCPs and MCCPs, such as RoHS and other regional or national standards.
- Testing Laboratories: Provides a standardized protocol for measurement and reporting of chlorinated paraffins in product samples, supporting laboratory accreditation and consistent results.
- Regulatory Bodies and Environmental Agencies: Assists in market surveillance, enforcement, and technical guidance on hazardous substances management.
- Product Designers and Compliance Teams: Supports proactive assessment of material choices and verification during product development and procurement processes.
- Industry Committees: Serves as a horizontal publication for integration into other group or product-specific environmental standards, streamlining harmonization efforts.
Practical benefits include:
- Supporting product compliance through a recognized test method
- Reducing risks of product recalls and market restrictions
- Enhancing environmental safety by minimizing hazardous substance content in electrotechnical equipment

Summary
IEC 62321-14:2026 provides a standardized, globally recognized method for the detection and quantification of SCCPs and MCCPs in plastics used in electrical and electronic products. Its implementation facilitates regulatory compliance, supports supply chain transparency, and helps protect the environment and human health by addressing hazardous substances in product materials.
For organizations in the electrotechnical industry, adopting IEC 62321-14:2026 ensures accurate substance determination, consistent reporting, and seamless integration with related environmental standards and regulatory requirements.
