IEC 62325-451-4:2017 specifies a package for the settlement and reconciliation business process and the associated document contextual model, assembly model and XML schema for use within European style markets. The relevant aggregate core components (ACCs) defined in IEC 62325-351 have been contextualised into aggregated business information entities (ABIEs) to satisfy the requirements of this business process. The contextualised ABIEs have been assembled into the relevant document contextual models. Related assembly models and XML schema for the exchange of information between market participants are automatically generated from the assembled document contextual models. This part of IEC 62325 provides a uniform layout for the transmission of aggregated data in order to settle the electricity market. It is however not the purpose of this document to define the formula to be taken into account to settle or reconcile a market. The purpose of this document is only to enable the information exchange necessary to carry out the computation of settlement and reconciliation. The settlement process or reconciliation process is the way to compute the final position of each market participant as well as its imbalance amounts. This new edition includes the following significant technical changes with respect to the previous edition: - removal of the attributes “quantity” and “secondary quantity” of the class “Point”; - introduction of the classes “Quantity” and "Reason" from IEC 62351-351 UML package.
Abstract
Overview - IEC 62325-451-4:2017 (Settlement & Reconciliation, European market)
IEC 62325-451-4:2017 is part of the IEC framework for energy market communications. It specifies a package for the settlement and reconciliation business process for European-style electricity markets, including the document contextual model, assembly model and XML schema used to exchange aggregated settlement data. The standard contextualises Aggregate Core Components (ACCs) from IEC 62325-351 into Aggregated Business Information Entities (ABIEs) and assembles them into document models. It enables reliable information exchange required to compute final participant positions and imbalance amounts - but it does not define settlement or reconciliation calculation formulas.
Key topics and technical requirements
- Document contextual model: Defines the business entities and attributes (e.g., EnergyAccount, TimeSeries, Point, Price) required for settlement and reconciliation messages.
- Assembly model: Specifies how contextualised ABIEs are composed into exchangeable documents and message structures.
- XML schema generation: Assembly models are used to automatically generate interoperable XML schemas (for example, EnergyAccount_MarketDocument) for information exchange between market participants.
- Data aggregation and layout: Provides a uniform layout for transmitting aggregated data needed to settle the electricity market.
- Interoperability components: Uses ACCs from IEC 62325-351 and introduces classes (e.g., Quantity and Reason per IEC 62351-351 UML package) and removes certain legacy attributes (e.g.,
quantityandsecondary quantityfromPoint). - Business rules & process flow: Specifies process context, use cases, sequence of information flow and validation rules for attributes such as TimeSeries, Point and price.amount.
- Scope limitation: Focused on enabling information exchange - calculation methodologies remain out of scope.
Applications - who uses this standard
IEC 62325-451-4 is intended for professionals implementing market data exchanges and settlement workflows in European electricity markets, including:
- Market operators, settlement and reconciliation systems
- Balance Responsible Parties (BRPs), exchanges and clearing agents
- Utility IT architects and software vendors producing market communication interfaces
- Meter data managers, aggregators and regulators who integrate or validate settlement messages
- System integrators building XML-based data exchange solutions for market settlement
Related standards
- IEC 62325-351 (Aggregate Core Components) - source of ACCs contextualised by this part.
- IEC 62325 family (energy market communications framework) - for broader market messaging models and profiles.
- IEC 62351 (security standards for power system management) - relevant for securing message exchanges and referenced UML packages.
This standard is essential for achieving interoperable, XML-based settlement and reconciliation message exchange in European-style electricity markets and for aligning implementations with the IEC 62325 modelling framework.
