IEC 62351-7:2017 defines network and system management (NSM) data object models that are specific to power system operations. These NSM data objects will be used to monitor the health of networks and systems, to detect possible security intrusions, and to manage the performance and reliability of the information infrastructure. The goal is to define a set of abstract objects that will allow the remote monitoring of the health and condition of IEDs (Intelligent Electronic Devices), RTUs (Remote Terminal Units), DERs (Distributed Energy Resources) systems and other systems that are important to power system operations. This new edition constitutes a technical revision and includes the following significant technical changes with respect to IEC TS 62351-7 (2010): NSM object data model reviewed and enriched; UML model adopted for NSM objects description; SNMP protocol MIBs translation included as Code Components. The Code Components included in this IEC standard are also available as electronic machine readable file at: https://assets.iec.ch/public/tc57/IEC_62351-7.2017_ed1.0.MIBS.1.0.light.zip?2023053143.
Abstract
Overview
IEC 62351-7:2017 is an international standard developed by the International Electrotechnical Commission (IEC) for enhancing cybersecurity and manageability in power systems. This part of the IEC 62351 series focuses on Network and System Management (NSM) data object models for the secure and efficient operation of information infrastructures in power systems. By defining a set of abstract NSM data objects, the standard enables remote monitoring, intrusion detection, and overall health assessment of key components such as Intelligent Electronic Devices (IEDs), Remote Terminal Units (RTUs), and Distributed Energy Resources (DERs).
As the digitalization and complexity of power grids continue to grow, the standard provides utilities and grid operators with robust frameworks for managing the performance, reliability, and security of their networks and critical subsystems.
Key Topics
- NSM Data Object Models: Specifies abstract data objects tailored for monitoring and managing power system components.
- Health and Intrusion Monitoring: Facilitates the detection of equipment faults, system malfunctions, and potential security breaches.
- UML Modeling: Adopts Unified Modeling Language (UML) for standardized description of NSM objects, promoting clarity and interoperability.
- SNMP Integration: Provides translation of NSM object models into Management Information Bases (MIBs) for use with Simple Network Management Protocol (SNMP).
- Performance and Security Management: Supports active security monitoring, detection of unauthorized access, resource exhaustion, DoS attacks, and other threats.
- Remote Management: Enables utilities to monitor and manage devices and communication infrastructures remotely to ensure continued operation and security.
- Technical Revision Highlights: Includes a comprehensive review and enrichment of the NSM object data model, improved model representation, and better alignment with protocols used in operational networks.
Applications
IEC 62351-7:2017 is highly relevant for:
- Utility Companies and Grid Operators: Provides mechanisms for real-time monitoring of network and system health, allowing fast detection and response to both operational issues and security incidents.
- SCADA and EMS Vendors: Helps in implementing secure, standards-based data exchange for Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS) environments.
- Device Manufacturers: Assists in designing and producing IEDs, RTUs, and DERs that are compatible with modern network and system management practices.
- Cybersecurity Integration: Facilitates deployment of Intrusion Detection Systems (IDS), security event notifications, and continuous surveillance of the information infrastructure.
- Interoperability: By using standardized object models and SNMP mappings, ensures seamless integration between devices from different vendors and across various protocols.
Related Standards
Implementation of IEC 62351-7:2017 can be further enhanced by referring to these related standards:
- IEC 62351 Series: Addresses data and communications security for power systems comprehensively, including authentication, encryption, role-based access control, and secure profiles.
- IEC 61850: Covers communication networks and systems for power utility automation, offering object-oriented information modeling closely related to NSM data objects.
- IEC 60870-5: Standard for telecontrol equipment and systems within electrical engineering.
- IEEE 1815 (DNP3): Defines protocols for communication between components in process automation systems.
- SNMP (Simple Network Management Protocol): Widely adopted network management protocol for exchanging information with networked devices, and is supported by the MIB translations provided in IEC 62351-7.
IEC 62351-7:2017 is a crucial standard for enhancing the resilience, security, and efficiency of modern power systems. By standardizing NSM data object models and supporting industry protocols, it enables power utilities and related stakeholders to proactively ensure system reliability and protect critical infrastructure assets.
