IEC 62660-3:2016 specifies test procedures and the acceptance criteria for safety performance of secondary lithium-ion cells and cell blocks used for the propulsion of electric vehicles (EV) including battery electric vehicles (BEV) and hybrid electric vehicles (HEV). This International Standard intends to determine the basic safety performance of cells used in a battery pack and system under intended use, and reasonably foreseeable misuse or incident, during the normal operation of the EV. The safety requirements of the cell in this standard are based on the premise that the cells are properly used in a battery pack and system within the limits for voltage, current and temperature as specified by the cell manufacturer (cell operating region). The evaluation of the safety of cells during transport and storage is not covered by this standard.
Abstract
Overview
IEC 62660-3:2016 is an international standard published by the International Electrotechnical Commission (IEC) that specifies safety requirements for secondary lithium-ion cells used in the propulsion of electric road vehicles (EVs). This includes battery electric vehicles (BEVs) and hybrid electric vehicles (HEVs). The standard outlines test procedures and acceptance criteria designed to evaluate the safety performance of lithium-ion cells and cell blocks under normal operation, as well as during reasonably foreseeable misuse or incidents.
The focus of IEC 62660-3:2016 is to ensure that lithium-ion cells used in EVs operate safely within defined limits for voltage, current, and temperature as recommended by the cell manufacturers. However, it does not include evaluation for transport or storage safety. This standard complements related standards addressing performance, reliability, and battery system abuse testing by providing a baseline for cell-level safety assessment.
Key Topics
- Scope and Application: Covers safety performance assessment of secondary lithium-ion cells specifically for EV propulsion. Ensures safety within the manufacturer's specified operating region.
- Test Procedures: Defines standardized tests including mechanical tests (vibration, mechanical shock, crush), thermal endurance tests, electrical tests (external short circuit, overcharge, forced discharge, internal short circuits).
- Measurement Methods: Specifies requirements for accurate measurement of voltage, current, temperature, and capacity during safety testing.
- Operating Region: Defines the safe operating region of cells in terms of voltage and temperature to minimize risks during normal and abusive conditions.
- Internal Short Circuit Testing: Provides a methodology to simulate internal short circuits caused by particle contamination or defects to evaluate cell safety.
- Acceptance Criteria: Establishes pass-fail criteria for cells based on their ability to withstand abuse and maintain safety without catastrophic failure.
Applications
IEC 62660-3:2016 is essential for manufacturers, designers, and researchers working with lithium-ion batteries in electric road vehicles. Its applications include:
- Electric Vehicle Battery Development: Ensuring that lithium-ion cells incorporated in battery packs meet fundamental safety benchmarks before integration.
- Quality Assurance and Certification: Providing a standardized framework for cell safety evaluation helps manufacturers demonstrate compliance with international safety expectations.
- Battery System Design: Guiding battery pack and system designers on safety parameters for selecting cells that align with system-level safety and performance requirements.
- Regulatory Compliance: Supporting conformance with national and international regulations related to electric vehicle battery safety, including guidelines from UN ECE R100 and ISO standards.
- Risk Management: Assisting in identifying potential failure modes and unsafe conditions early in product development to prevent hazardous incidents in EV applications.
Related Standards
IEC 62660-3:2016 fits within a broader suite of standards covering lithium-ion batteries for EVs:
- IEC 62660-1 & IEC 62660-2: Define performance and reliability testing for lithium-ion cells used in electric vehicle applications.
- ISO 12405 Series: Covers testing and safety requirements for lithium-ion battery cells, packs, and systems for electric vehicles.
- ISO 12405-3: Focuses on safety requirements at the battery pack and system level.
- UN ECE R100: Regulatory criteria for rechargeable energy storage systems in EVs, including acceptance criteria for safety.
These related standards complement IEC 62660-3 by addressing broader battery system safety and performance aspects while this document specifically targets basic safety requirements at the cell level.
