This part of IEC 61000 is a technical report that provides background material describing the motivation for developing IEC standards on the effects of high power electromagnetic (HPEM) fields, currents and voltages on civil systems. In the light of newly emerging transient antenna technology and the increasing use of digital electronics, the possibility of equipment being upset or damaged by these environments is of concern. This document begins with a general introduction to this subject and a listing of the pertinent definitions used. Following these clauses, the HPEM environments that are of concern are described and a discussion of the various effects that these environments can induce in civil systems is presented. Finally, techniques used to protect systems against these environments are summarised. More detailed information will be provided in separate documents in this 61000 series.
Abstract
Overview
IEC TR 61000-1-5:2004 is a technical report from the International Electrotechnical Commission (IEC) addressing the impact of high power electromagnetic (HPEM) environments on civil systems. As part of the IEC 61000 series focused on Electromagnetic Compatibility (EMC), this report provides essential background on why standards for managing the effects of HPEM fields, currents, and voltages are crucial-especially in the context of modern digital electronics and rapidly evolving transient antenna technologies.
Civil systems, including infrastructure, transportation, communications, and healthcare, are increasingly susceptible to electromagnetic disturbance due to their reliance on sensitive electronics. IEC TR 61000-1-5 outlines key definitions relevant to HPEM, describes various HPEM environments, reviews the potential risks and effects these environments pose, and summarizes initial protection concepts. This technical report serves as a foundation for further developments in the IEC 61000 series regarding HPEM threats and civilian system resilience.
Key Topics
- HPEM Environments: The report distinguishes between various high power electromagnetic environments, such as high-altitude electromagnetic pulse (HEMP), ultrawideband (UWB), short pulse (SP), and narrowband high power microwave (HPM) fields. Each type represents different frequency spectrums and threat mechanisms.
- Electromagnetic Susceptibility and Disturbance: Definitions and concepts such as electromagnetic interference (EMI), electromagnetic susceptibility, and intentional electromagnetic interference (IEMI) are discussed. These concepts are foundational to understanding how civil systems are vulnerable to EM threats.
- Effects on Civil Systems: The document discusses real-world incidents where HPEM environments have caused unintended consequences, ranging from logic upsets in digital systems to permanent damage in components. It also highlights the importance of analyzing system vulnerability by considering electromagnetic topology and failure levels.
- Protection Techniques: An overview of established EM protection strategies is provided, including system shielding, surge protection devices, and careful management of system points-of-entry (PoEs) for both deliberate and inadvertent EM penetration. The need for comprehensive test protocols-especially for systems with digital software components-is emphasized.
Applications
The guidance provided by IEC TR 61000-1-5 is highly relevant to a broad range of stakeholders involved in the design, deployment, and maintenance of civil infrastructure:
- Critical Infrastructure: Power grids, communications networks, and transportation systems must remain operational even under exposure to high power electromagnetic disturbances.
- Digital Device Manufacturers: As digital electronics become ubiquitous in civil domains, device designers and integrators require EMC standards to ensure device immunity to intentional and accidental EM fields.
- Facility and System Planners: The report offers important information on how to assess EM vulnerability, classify HPEM environments, and apply shielding or filtering solutions during system design or retrofitting.
- Compliance and Testing Laboratories: Laboratories developing immunity testing protocols or conducting system-level EMC evaluations can use this report as a reference for establishing realistic threat environments and test procedures.
- Public Safety and Healthcare: Civil applications with life-safety implications-such as emergency response, hospitals, and transport control-need to establish robust measures against EM-induced disruptions.
