ISO 11148-10:2011 specifies safety requirements for hand-held non‑electric compression power tools (hereinafter "compression power tools") for squeeze riveting, punching, shaping, pressing and cutting of metal, plastics or other materials. The compression power tools can be powered by compressed air or hydraulic fluid and are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e. g. a balancer. ISO 11148-10:2011 is applicable to crimping tools, collar splitters, power tools for metal forming (edge formers, folding tools, swagers), nut splitter heads, presses, punches, squeeze riveters, cutting power tools with parallel knives and alligator jaw compression riveters. ISO 11148-10:2011 is not applicable to special requirements and modifications on compression power tools for the purpose of mounting them in fixtures. ISO 11148-10:2011 deals with all significant hazards, hazardous situations or hazardous events relevant to compression power tools when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of compression power tools in potentially explosive atmospheres.
Abstract
Overview
ISO 11148-10:2011 - Hand-held non-electric power tools - Safety requirements - Part 10: Compression power tools - is an international type‑C standard that specifies safety requirements for hand‑held, non‑electric compression power tools used for squeeze riveting, punching, shaping, pressing and cutting of metal, plastics and other materials. The standard covers pneumatic and hydraulic tools intended for single‑operator, hand‑supported use (with or without a suspension/balancer) and applies to crimping tools, collar splitters, edge formers, swagers, nut splitter heads, presses, punches, squeeze riveters, cutting tools with parallel knives, and alligator‑jaw compression riveters. ISO 11148-10:2011 addresses significant hazards when tools are used as intended or under reasonably foreseeable misuse, excluding use in potentially explosive atmospheres and special fixture‑mounted modifications.
Key topics and technical requirements
ISO 11148-10:2011 organizes safety and verification requirements around practical hazard controls and user information. Key sections include:
- Scope, terms and definitions - clear definitions for compression tools, insert and service tools, start‑and‑stop devices, rated pressures and speeds.
- Mechanical safety - requirements for surfaces, edges, stability, handle position and guarding to reduce pinch, cut and crush risks.
- Thermal safety - rules for hot/cold surface contact and related ergonomics.
- Noise reduction and vibration - measurement and mitigation requirements; references to ISO 15744 and ISO 20643/EN 12096 for noise and vibration declarations.
- Materials and emissions - management of materials and substances processed, used or emitted by the tool.
- Ergonomics and controls - handle placement and remote positioning from compression areas; design of start‑and‑stop devices (hold‑to‑run, lock‑on, lock‑off, positive on‑off).
- Verification and testing - procedures for noise, vibration, unintentional start and construction verification (Clause 5).
- Information for use - marking, labels, instruction handbook, operating and maintenance instructions, and data to be provided with the tool.
Practical applications
ISO 11148-10 is used to ensure safe design, manufacture, testing and documentation of portable compression tools across industries such as:
- Aerospace and automotive assembly (rivet forming, crimping)
- Metal fabrication and sheet‑metal forming (edge formers, swagers)
- Maintenance and repair shops (nut splitters, presses, punches)
- Electrical and hose assembly (crimping terminals and fittings)
Adoption reduces operator injury risk from pinch/crush, unintentional starts, excessive noise or vibration and thermal contact.
Who should use this standard
- Tool designers and manufacturers - for product design, compliance and risk reduction.
- Safety and compliance officers - to assess conformity and workplace safety.
- Test laboratories and certification bodies - for verification and declaration of noise/vibration values.
- Procurement professionals and maintenance teams - to specify safe tools and document instruction/maintenance requirements.
- Training providers - to develop safe operating procedures based on the standard’s information requirements.
