ISO 11999-3:2015 specifies the minimum design and performance requirements for clothing as part of personal protective equipment (PPE) to be used by firefighters, primarily but not solely to protect against exposure to flame and high thermal loads. To assist with choice based on user risk assessment, a number of levels of protection are included. ISO 11999-3:2015 describes types, design, and performance of clothing, the specific requirements for clothing, marking, and manufacturer's instructions.
Abstract
Overview
ISO 11999-3:2015 - "PPE for firefighters - Part 3: Clothing" - specifies minimum design and performance requirements for firefighter clothing used where there is a risk of exposure to high heat and/or flame in structural fires. The standard defines types, configurations, multi‑layer assemblies, performance levels and required laboratory test methods, plus marking and manufacturer’s instructions to support informed selection based on user risk assessment.
Key topics and technical requirements
- Performance levels and scope: Multiple levels of thermal and flame protection are provided to match different risk profiles. The standard focuses on structural firefighting; it excludes high‑risk reflective suits (see ISO 15538) and long‑duration wildland fire clothing (see ISO 16073, ISO 15384).
- Clothing configuration and assemblies: Requirements for multi‑layer assemblies, interlining attachment/extension, closures, hardware and pocket design to ensure protective integrity and usability.
- Flame and thermal resistance: Laboratory test methods for surface ignition, edge ignition, heat resistance, heat transfer (flame, radiant, combined) and residual material strength after exposure.
- Mechanical strength and durability: Tensile strength, tear strength, seam strength (woven and knit), thread heat resistance and hardware corrosion resistance requirements.
- Liquid and water performance: Surface wetting, water absorption, water penetration (hydrostatic and runoff methods), liquid penetration resistance and viral penetration resistance for specified performance levels.
- Thermal comfort: Water vapor resistance and total heat loss tests to assess wearer comfort and breathability.
- Ancillary requirements: High‑visibility material placement and photometric/colour requirements, neck and wrist protection, cleaning/shrinkage resistance, sampling and pre‑treatment (laundering/dry cleaning), optional instrumented manikin tests and optional drag rescue device (DRD).
- Marking and information: Mandatory marking and manufacturer’s instructions to support correct selection, maintenance and risk‑based use.
Applications and users
ISO 11999-3 is intended for:
- Firefighter PPE designers and manufacturers specifying garment design, materials and test protocols
- Independent test laboratories performing conformity and performance testing
- Procurement officers, fire service technical committees and safety managers evaluating clothing for structural firefighting
- Compliance bodies and certification schemes assessing protective ensembles
Using ISO 11999-3 helps ensure clothing balances flame/thermal protection with mobility and comfort, and supports evidence‑based selection after a formal risk assessment.
