This document specifies the processes for evaluation of personal flotation devices for fulfilment of the requirements in ISO 12402‑2:2020 to ISO 12402‑6:2020, with which this document is intended to be used. The classification of PFDs used in the ISO 12402 series:2020 is given in Annex A for information.
Abstract
Overview - ISO 12402-9:2020 (Personal flotation devices - Part 9: Evaluation)
ISO 12402-9:2020 defines the evaluation processes required to demonstrate that personal flotation devices (PFDs) meet the performance requirements set out in ISO 12402‑2 to ISO 12402‑6. It is part of the ISO 12402 series for PFDs and contains procedural requirements, test methods and normative reference items (including reference vests and a manikin) used to assess buoyancy, mechanical durability, inflation performance and human-performance outcomes. Annex A gives the PFD classification used in the 2020 series.
Key technical topics and requirements
This standard concentrates on test processes rather than prescriptive design details. Major technical areas include:
- Sampling and conditioning: procedures for selecting and preparing test samples.
- Mechanical properties tests: shock and durability assessments such as rotating shock bin, temperature cycling, horizontal/vertical load, lifting-loop, buddy-line and collar-handle tests.
- Inflation and buoyancy tests: inflation tests, measurement of whole-device buoyancy, uninflated buoyancy and buoyancy of inherently buoyant material, plus overpressure and attachment‑point strength tests.
- Resistance and safety tests: resistance to burning, inadvertent inflation testing and other safety‑related checks.
- Human subject performance tests: donning, water entry, self‑righting and stability, freeboard measurement, in‑water stability, boarding and oral inflation tests.
- Manikin tests: standardized manikin procedures for fall‑from‑height, mouth freeboard and self‑righting assessments.
- Ancillary requirements: magnetic properties and criteria for test acceptance; normative annexes provide reference vests and manikin specifications for reproducible evaluation.
Practical applications - who uses ISO 12402-9:2020
- Manufacturers and designers - to validate that PFD designs meet the ISO 12402 series performance levels before production.
- Test laboratories and certification bodies - to carry out standardized evaluation and conformity assessment.
- Procurement, safety managers and regulators - to specify tested and compliant PFDs for occupational, recreational and emergency use.
- R&D and quality teams - to reproduce repeatable test sequences during product development and quality control.
Using ISO 12402-9 ensures consistent, repeatable evaluation of personal flotation devices, improving safety, regulatory compliance and market acceptance.
