This document establishes required practices for the safe use of tower cranes. Subjects covered include safe systems of work, management, planning, selection, erection and dismantling, special base, operation and maintenance of cranes and the selection of operators, slingers and signalers. It does not cover manually (non-powered) operated cranes, or cranes in which at least one of its motions is manually operated.
Abstract
Overview
ISO 12480-3:2020 - "Cranes - Safe use - Part 3: Tower cranes" defines required practices for the safe use of tower cranes. The standard covers management and planning of lifting operations, selection and responsibilities of personnel, erection and dismantling (including climbing and alterations of height), foundations and special bases, operation, maintenance, inspection and condition monitoring. It explicitly excludes manually (non-powered) operated cranes or cranes with any manually operated motion.
Key topics and technical requirements
The standard organizes practical safety requirements across the crane lifecycle. Major subjects include:
- Management of lifting operations: safe systems of work, control of crane operations and documentation.
- Personnel selection and responsibilities: minimum requirements and duties for the appointed person, crane operator, slinger (rigger), signaler, erector, maintenance and inspection personnel, crane coordinator (lift director) and erection supervisor.
- Safety provisions: personal protective equipment (PPE), access and boarding, cab safety, fire extinguishers, alarms, earthing and ballast, signboards and operator aids.
- Selection and siting of tower cranes: support conditions, foundations and proximity hazards.
- Erecting, dismantling and climbing: planning, component identification, electrical supplies, control measures, inspections, weather considerations and adherence to manufacturer instructions.
- Procedures and precautions: permit-to-work systems, routine and periodic inspections, condition monitoring, defect/incident reporting and safe working-at-height practices.
- Operating conditions: rated capacity, operation and controls, handling loads near people, multiple lifting and special operations (e.g., demolition), plus weather and visibility criteria.
- Slinging, raising/lowering persons, tests and inspections: methods for safe load handling and mandated inspection regimes.
Practical applications
ISO 12480-3 is used to:
- Develop site-specific crane safety procedures, permits and work instructions.
- Define competency and role responsibilities for operators, riggers and supervisors.
- Guide planning and risk assessment for erection, climbing, and dismantling operations.
- Specify inspection schedules, documentation and defect reporting requirements.
- Inform procurement and selection of tower cranes suited to site foundations and proximity hazards.
- Support safety audits, regulatory compliance and training programs for construction and heavy-lifting projects.
Who uses this standard
- Construction contractors and site managers
- Crane operators, riggers and signalers
- Lift directors, erection supervisors and safety managers
- Maintenance teams and crane inspectors
- Health & safety auditors, trainers and equipment purchasers
Related standards
ISO 12480-3 complements other crane safety and inspection standards (other parts of ISO 12480 and general crane safety guidance) and should be used alongside manufacturer instructions and local regulatory requirements for comprehensive tower crane safety and compliance.
