This document establishes a framework for providing specifications for the internal commissioning and implementation of building information modelling (BIM) during both delivery and operational phases. It identifies a structured approach so as to encourage clarity during development, management and checking processes for use by organizations that develop and apply these specifications. This document does not provide specific content but it does provide examples. It is applicable to buildings, infrastructure, facilities and managed landscapes, of any size or complexity.
Abstract
Overview
ISO 12911:2023 - "Organization and digitization of information about buildings and civil engineering works, including building information modelling (BIM) - Framework for specification of BIM implementation" - defines a structured, repeatable framework for creating BIM implementation specifications. It does not prescribe specific content but provides a schema and examples to help organizations produce clear, checkable, human- and machine-readable specifications for BIM during both delivery and operational phases. Applicable to buildings, infrastructure, facilities and managed landscapes of any size or complexity, ISO 12911 supports consistent information management and automated validation of BIM deliverables.
Key Topics and Technical Requirements
- Framework approach: A modular structure that enables authors to define requirements in a standardized way so specifications can be compared, merged and checked.
- RASE model: Clear use of Requirement, Application, Selection, Exception to make each clause precise and machine-checkable.
- Framework sections:
- Outcomes - what results are expected from an information product.
- Controls - the rules, conventions and constraints governing information production (e.g., naming, versioning).
- Input - the required inputs and information containers to achieve the outcomes.
- Clause structure elements: Title, Applicability, Selection, Exception, Requirement, Complex metrics and Notes to enable consistent, testable clauses.
- Human- and machine-readability: Specification schema supports automated checking and rule-based software validation.
- Conformity and implementation: Guidance on conformity assessment and implications of nonconformity to help governance of BIM implementations.
- Examples and extensibility: Informative annexes provide example BIM implementation specifications and options for extension without mandating content.
Practical Applications
- Standardizing internal commissioning and rollout of BIM processes across an organization.
- Creating BIM execution plans, information delivery manuals (IDMs) or rules for information containers (models, drawings, schedules).
- Encoding naming conventions, data content expectations and metadata controls to enable automated QA/QC and interoperability.
- Including machine-readable rules in contract appointment documents to convey expectations from one party to another.
- Capturing sector- or discipline-level consensus (e.g., deliverable content for structural or architectural outputs).
Who Should Use ISO 12911:2023
- Asset owners and facility managers defining operational information requirements.
- Project managers and BIM managers producing BIM implementation specifications and BIM execution plans.
- Architects, engineers, contractors and consultants implementing consistent information production workflows.
- Software vendors and automation engineers seeking standard schemas for rule-based validation and interoperability.
- Industry bodies and standards developers creating sector-specific BIM rules.
Related Standards
- ISO 19650 series (information management using BIM)
- ISO 29481 (Information delivery manual / Information delivery specification)
- ISO 12006-2 / ISO 12006-3 (organization of construction information)
- ISO 6707-1 (vocabulary) ISO 12911:2023 complements these standards by providing the framework to specify, check and automate BIM implementation requirements.
