This document specifies requirements for operational safety means and protection against failures related to hazards specific to any kind of electrically propelled mopeds and motorcycles when used in normal conditions. It is applicable only if the maximum working voltage of the on-board electrical circuit does not exceed 1 000 V alternating current (a.c.) or 1 500 V direct current (d.c.). This document does not provide comprehensive safety information for manufacturing, maintenance and repair personnel. This document does not consider specific aspects of driving automation features. NOTE For definition of the term “driving automation features”, see SAE J3016.

Overview
ISO 13063-2:2022 - Electrically propelled mopeds and motorcycles - Safety specifications - Part 2: Vehicle operational safety - defines operational safety requirements for electrically propelled mopeds and motorcycles (EV two-wheelers). It applies when the on‑board electrical circuit maximum working voltage does not exceed 1 000 V AC or 1 500 V DC. The standard focuses on in-use hazards and protection against failures in normal operating conditions; it does not replace safety guidance for manufacturing, maintenance or repair personnel and excludes specific driving automation features.

- Functions that affect safe operation must tolerate normal electromagnetic environments; testing per ISO 11451 series.
- Emergency response and documentation
- Manufacturers must provide crash/accident guidance for first responders (see ISO 17840, SAE J2578/J2990 references).
- Environmental conditions
- Requirements apply across the range the vehicle is designed for; see ISO 16750 series for guidance.
