ISO 13140-1:2016 specifies the test suite structure (TSS) and test purposes (TP) to evaluate the conformity of on-board units (OBU) and roadside equipment (RSE) to ISO 13141. It provides a basis for conformance tests for dedicated short-range communication (DSRC) equipment (on-board units and roadside units) to enable interoperability between different equipment supplied by different manufacturers.
Abstract
Overview
ISO 13140-1:2016 - "Electronic fee collection - Evaluation of on-board and roadside equipment for conformity to ISO 13141 - Part 1" defines the Test Suite Structure (TSS) and Test Purposes (TP) used to evaluate on‑board units (OBU) and roadside equipment (RSE) for conformance to ISO 13141. The standard provides a structured basis for conformance testing of Dedicated Short‑Range Communication (DSRC) equipment to ensure interoperability across products from different manufacturers.
Key topics
- Scope and objective: Specifies how to assess OBU and RSE capabilities and behaviour, supporting type approval and comparable test results across locations and times.
- Test Suite Structure (TSS): Organizes tests by protocol layer and device type (physical layer, DLC MAC/LLC sublayers, application layer) and by behaviour (Valid Behaviour / Invalid Behaviour).
- Test Purposes (TP): Defined using consistent conventions (unique TP IDs, titles, references, initial conditions, stimuli and expected behaviour). Annexes A and B contain normative TPs for OBU and RSE respectively.
- Naming convention: TP identifiers follow the form TP/<group>/<dut>/<X>-<nn> to uniquely identify test purposes for traceability.
- Conformance reporting: Includes Protocol Conformance Test Report (PCTR) proforma templates (Annex C for OBU and Annex D for RSE) and guidance on Implementation Conformance Statements (ICS) and PIXIT (extra information for testing).
- Test methodology: Uses TTCN (tree and tabular combined notation) as the preferred language for specifying test cases and supports automated test tools. Physical layer radio tests are performed in radio wave labs and are not part of the Abstract Test Suite (ATS).
- Reference handling: TPs may be identical to, derived from, or specific relative to base standards; the standard cross‑references base conformance test specifications where applicable.
Applications
- Test laboratories: Implement the TSS/TPs to produce comparable, repeatable conformance test results and formal PCTRs for certification and type approval.
- Manufacturers (OBU/RSE vendors): Use the TPs and naming conventions to design compliant devices and prepare Implementation Conformance Statements and PIXIT data.
- Procurement and regulators: Define interoperability and conformance requirements in tenders and approvals for electronic fee collection (EFC) systems.
- System integrators and ITS planners: Ensure DSRC equipment interoperates across suppliers and jurisdictions.
