Abstract
Overview
ISO 13216-1:1999 is an international standard developed by the International Organization for Standardization (ISO) that defines specifications for rigid anchorages and their attachments used for installing child restraint systems (CRS) in road vehicles. This part of the ISO 13216 series specifically addresses anchorages positioned at the seat bight (the junction between seat cushion and seat back) to enhance child safety and facilitate correct installation of child seats.
The standard establishes size, dimensional, structural strength, and general requirements for both anchorages fitted in passenger vehicles and compatible CRS attachments. By offering a universal approach, ISO 13216-1:1999 aims to improve the safety performance of child restraints, minimize improper installation, and promote international compatibility across vehicles and child seat designs.
Key Topics
- Seat Bight Anchorages: Defines location and properties of rigid anchor points situated at the intersection of vehicle seat cushion and seat back.
- Child Restraint Attachment Requirements: Specifies critical dimensions and general requirements for CRS attachments that connect to vehicle anchorages.
- Static Strength and Performance: Details mechanical requirements and test procedures to ensure that anchorages and attachments withstand expected loads during use.
- Marking, Guidance, and Cleaning: Calls for visible markings or features to assist installers and recommends design elements that allow easy cleaning and prevent contamination.
- Instructions and Documentation: Requires clear instructions in vehicle owner manuals regarding the presence, use, and limitations of anchorages.
- Interim and Non-rigid Solutions: Annexes detail specifications for semi-rigid anchorages and optional non-rigid attachments, supporting flexible implementation.
Applications
The provisions of ISO 13216-1:1999 are primarily applicable to:
- Automobile Manufacturers: Ensuring production of vehicles with compatible and reliable anchor points for universally accepted child restraint systems, thus supporting regulatory compliance and increasing vehicle child occupant safety.
- Child Restraint System Manufacturers: Designing child restraint seats and attachments that engage securely and correctly with seat bight anchorages, facilitating international market access and simplifying installation procedures for end-users.
- Vehicle Owners and Maintenance Professionals: Understanding compatibility and installation of child safety seats, ensuring anchorages are accessible, clean, and used as intended.
- Regulatory and Testing Bodies: Setting benchmarks for vehicle and CRS homologation, backing vehicle safety legislation and certification with validated anchorage and CRS designs.
Compliance with ISO 13216-1:1999 supports easier, safer installation of child car seats, decreasing the margin for installation errors and directly contributing to improved protection for child passengers.
Related Standards
ISO 13216-1:1999 is closely linked with several related standards and best practices for road vehicle safety and child restraint systems:
- ISO 13216-2: Covering requirements for top tether anchorages and attachments, complementing seat bight anchorages for additional CRS stability.
- ISO 13216-3: Classifying child restraint dimensions and defining vehicle space requirements for different age groups and seat configurations.
- ISO 4130: Reference system and fiducial marks for defining anchor location within the vehicle.
- ISO 6487: Procedures for measurement techniques in impact tests related to vehicle safety components.
- ISO 13215-2 / -3: Standards for the correct installation and misuse risk reduction of child restraint systems.
Vehicle and restraint manufacturers are encouraged to review relevant national and international regulations and remain up-to-date with latest revisions of referenced standards to ensure full compliance and optimal safety outcomes.
