Abstract
Overview
ISO 13218:1998 - Road vehicles - Child restraint systems - Report form for accidents involving child passengers defines a standardized report form for collecting data from motor vehicle accidents involving children under 13. The standard was prepared by ISO/TC 22/SC 12 and is intended to make cross‑country exchange of crash and injury data simple and consistent despite variations in child restraint system (CRS) designs.
Key topics and requirements
- Scope and structure: Specifies a single, uniform report form (Annex A normative) covering accident, vehicle, occupant and CRS details. Annex B is informative.
- Data items (1–12): The form is organized into 12 sections including:
- General identification and source of data
- Case vehicle and other vehicle details
- Type and direction of impact (linked to CDC coding)
- Collision sketch and vehicle damage/interior observations
- Vehicle crash severity measures (estimated or calculated change of velocity, EES, mean acceleration)
- Case vehicle occupants (position, age, mass, height, MAIS, ejection, restraint use)
- Child restraint details (type, attachment, age, misuse, failure/damage)
- Injury recording (injury type, mechanism, AIS/ISS coding)
- Comments and observations
- Coding and references: Uses established classification systems - ISO 6813, ISO 12353‑1, AIS (AAAM) and SAE J224 (CDC‑coding) - for consistency in collision classification, injury scoring and deformation coding.
- Practical guidance: Includes recommendations on sketching point/direction of principal force, recording crash severity reconstruction methods, and documenting CRS misuse or airbag interactions.
Applications and users
ISO 13218:1998 is valuable for:
- Crash investigators and police - standardized accident reporting involving child occupants.
- Road safety researchers - harmonized datasets for injury causation and effectiveness studies of CRSs.
- Vehicle and child restraint manufacturers - post‑crash analysis to improve CRS design and attachment systems.
- Regulators and standards bodies - evidence-based assessment of CRS performance and misuse patterns.
- Medical and trauma researchers - linking AIS/ISS injury data with crash biomechanics and CRS performance.
Practical uses include data harmonization across jurisdictions, supporting accident reconstruction, identifying common CRS misuse or failure modes, and informing safety policy and product improvement.
