ISO 15169:2003 gives guidance on the selection, installation, commissioning, calibration and verification of hybrid tank measurement systems (HTMS) for the measurement of level, static mass, observed and standard volume, and observed and reference density in tanks storing petroleum and petroleum products in fiscal or custody transfer application. As it is a matter for the user to decide which measurements (i.e. volume, or mass or both) are used for custody transfer purposes, this International Standard includes an uncertainty analysis, with examples, to enable users to select the correct components of an HTMS to address the intended application. ISO 15169:2003 is applicable to stationary, vertical cylindrical tanks storing liquid hydrocarbons with a Reid Vapour Pressure (RVP) below 103,42 kPa. ISO 15169:2003 is not applicable to pressurized tanks or marine applications.
Abstract
Overview
ISO 15169:2003 specifies guidance for the selection, installation, commissioning, calibration, and verification of Hybrid Tank Measurement Systems (HTMS) used to measure the volume, density, and mass of hydrocarbons stored in vertical cylindrical tanks. This standard is applicable to stationary, vertical cylindrical tanks storing petroleum and liquid hydrocarbons with a Reid Vapour Pressure (RVP) below 103.42 kPa, especially in fiscal or custody transfer operations. ISO 15169:2003 addresses both the technical and practical aspects of HTMS, including uncertainty analysis to support informed system configuration.
By establishing a reliable framework for the use of HTMS in tank measurement, ISO 15169:2003 enables petroleum facilities to achieve high accuracy and traceability in volume and mass determinations. This is crucial for commercial and regulatory transactions that depend on precise inventory and custody transfer control.

Applications
ISO 15169:2003 is highly relevant to a range of operations within the petroleum and liquid petroleum product industries, particularly for:
- Custody Transfer: Ensuring precise measurement and accounting of product during changes in ownership, essential for contractual and regulatory compliance.
- Inventory Management: Supporting accurate tank content evaluations to maintain optimal site operations and reporting.
- Operational Efficiency: Allowing real-time monitoring and data integration with terminal management systems for automated or remote-controlled facilities.
- Regulatory Compliance: Providing documented procedures and verifications to meet internal QA/QC measures and external auditing requirements.
By standardizing the measurement processes, the implementation of ISO 15169:2003 contributes to reducing measurement disputes, improving transparency, and increasing trust between trading partners.
Related Standards
For comprehensive compliance and best practice alignment, organizations should consider these related ISO standards:
- ISO 4266: Measurement of level and temperature in storage tanks by automatic methods.
- ISO 7507: Calibration of vertical cylindrical tanks.
- ISO 91-1: Petroleum measurement tables based on reference temperatures.
- ISO 3170: Manual sampling of petroleum liquids.
- ISO 3675 / ISO 12185: Laboratory methods for density determination.
- ISO 11223: Static mass measurement in vertical storage tanks.
Integrating ISO 15169:2003 with these complementary standards ensures robust, end-to-end accuracy in petroleum product measurement and transfer.
Implementing ISO 15169:2003 helps stakeholders in the petroleum sector achieve accurate, reliable, and auditable measurements, fostering better operational control, regulatory compliance, and commercial integrity in the management of liquid hydrocarbons.
