ISO 15638-15:2014 addresses the provision of vehicle location monitoring and specifies the form and content of such data required to support such systems and access methods to that data. ISO 15638-15:2014 provides specifications for common communications and data exchange aspects of the application service vehicle location monitoring that a regulator may elect to require or support as an option, including a) high-level definition of the service that a service provider has to provide, NOTE The service definition describes common service elements; but does not define the detail of how such an application service is instantiated, not the acceptable value ranges of the data concepts defined. b) means to realize the service, and c) application data, naming content, and quality that an IVS has to deliver.
Abstract
Overview - ISO 15638-15:2014 (Vehicle location monitoring, TARV)
ISO 15638-15:2014 is part of the ISO 15638 suite for Intelligent Transport Systems (ITS) and defines the framework and data specifications for vehicle location monitoring (VLM) within the cooperative telematics applications for regulated vehicles (TARV). The standard specifies the form, content and access methods for location data that an in-vehicle system (IVS) and service provider must deliver to support regulatory and enforcement services. It focuses on common communications and data-exchange aspects rather than implementation-specific value ranges.
Key technical topics and requirements
- High-level service definition - Describes the common service elements a service provider should provide without mandating instantiation details.
- Means to realize the service - Specifies how vehicle location monitoring services are conceptually provided and accessed (communications and data exchange).
- Application data, naming and quality - Defines the structure, naming and quality attributes for VLM data that IVSs must deliver.
- Quality of service (QoS) and testing - Covers QoS requirements, test requirements and provisions for independent testing (see Annex B).
- Conformance and approval - Establishes that jurisdictional authorities define conformance and approval processes for IVSs and service providers.
- Security and data access control - Addresses information security, access control policies and auditing requirements for regulated services.
- Operational sequences and service elements - Includes concept of operations, sequence of operations and common service elements for regulated TARV applications.
- ASN.1 modules - Informative ASN.1 data modules for data concepts are provided (Annex A) to support interoperability.
Practical applications and intended users
Who uses ISO 15638-15:
- National and regional regulators / approval authorities - to specify VLM requirements and conformance criteria for regulated vehicles.
- Telematics service providers and fleet management vendors - to design compliant VLM services and data-exchange interfaces.
- IVS (in-vehicle system) manufacturers and integrators - to implement required data naming, quality and communication features.
- Testing laboratories and auditors - to validate QoS, security and interoperability per Annex B.
Practical use cases include regulatory vehicle tracking, enforcement of access controls, distance/time-based fines, integration with electronic tachographs, freight monitoring and cross-jurisdictional data exchange.
