ISO 15817:2012 specifies the essential safety requirements for remote operator control systems used on earth-moving machinery as defined in ISO 6165. It is not applicable to autonomous control systems that enable a machine to work without the assistance of an operator, nor does it apply to the remote control of attachments on non-remote controlled machines.
Abstract
Overview
ISO 15817:2012 - "Earth-moving machinery - Safety requirements for remote operator control systems" - specifies essential safety requirements for remote operator control systems used on earth-moving machinery (as defined in ISO 6165). It applies to wired and wireless remote operator control systems but explicitly excludes autonomous control systems (machines operating without an operator) and remote control of attachments on otherwise non-remote-controlled machines.
Key topics and technical requirements
- Machine stop and fail-safe behavior
- Remote systems must prevent powered movement if controls are inactive, power or signal is lost, or interlocks fail.
- Restoring power or signal must not cause unintended motion; resumption requires an intentional operator reset.
- Signal integrity and EMC
- Data links must include error detection/correction and continual integrity verification; loss of integrity forces stop until reset.
- Conformance with ISO 13766 (electromagnetic compatibility) is required.
- Remote control box & receiving unit
- Only one remote control box may control movement at a time.
- Controls must return to neutral (or use hold-to-run / detent for permitted functions) and be clearly marked per ISO 6405-1/2.
- Protection against unintended and unauthorized actuation (key switch, access code) is required.
- Emergency and remote stop
- Remote stop must be present on the remote control box (red marking) and fail-safe; emergency stop devices on the machine to ISO 13850 where practicable.
- Operating range, warnings and visibility
- Wireless operating range must keep the operator outside the hazard zone and be stated in the operator’s manual.
- Visual (uniquely colored beacon/strobe) and audible warnings must indicate remote operation and be visible/audible to approaching personnel.
- Environmental & mechanical robustness
- Remote control box minimum protection IP65; receiving unit IP54 (if inside cab) or IP65 otherwise (IEC 60529).
- Devices must withstand shocks, vibration and drop tests per referenced IEC/ISO test methods.
- Control selection and on-machine override
- Safe switching between direct and remote control, interlocks to prevent inadvertent selection, and an on-machine override to deactivate remote control are required.
- Travelling limits
- If operator travels with the machine (wireless), maximum travel speed ≤ 10 km/h.
Applications and users
- Useful for manufacturers, OEMs, safety engineers and equipment integrators designing or certifying remote-control systems for excavators, loaders, graders and other earth-moving machinery.
- Relevant to site safety officers, procurement teams and maintenance personnel evaluating compliance, operator manuals, labeling and safe operating procedures for remote-controlled earth-moving equipment.
