ISO 16276-1:2007 specifies procedures for assessing the fracture strength of a protective paint coating of any thickness on a steel substrate of thickness not less than 10 mm. The procedures given in this part of ISO 16276 are based on methods used with different types of pull-off test equipment. The results obtained using such different types of equipment are not comparable. This part of ISO 16276 also specifies suitable equipment and defines inspection areas, sampling plans and acceptance/rejection criteria. It does not give any values of the fracture strength of different protective paint coatings.
Abstract
Overview
ISO 16276-1:2007 defines a standardized procedure for assessing the fracture strength (adhesion/cohesion) of protective paint coatings on steel structures using pull-off testing. Intended for coatings on steel substrates of at least 10 mm thickness, this part specifies suitable equipment, inspection areas, sampling plans and acceptance/rejection criteria, but does not provide numeric fracture-strength values. The standard emphasizes that results from different pull-off devices are not directly comparable, so the test equipment and manufacturer should be specified in contract documentation.
Keywords: ISO 16276-1, pull-off testing, fracture strength, adhesion, cohesion, protective paint systems, steel structures, acceptance criteria
Key topics and technical requirements
- Scope: Assessment of fracture strength for coatings of any thickness on steel ≥ 10 mm; test-panels or sandwich techniques referenced for thinner substrates.
- Terminology: Introduces “fracture strength” to cover both adhesion (coat–substrate) and cohesion (within a coat).
- Test principle: Fix test cylinders (dollies) to the coating with adhesive, apply perpendicular tensile force until fracture; measure the force.
- Apparatus & consumables:
- Tensile/pull-off apparatus (manufacturer and model must be agreed/specifed).
- Dollies (typically ~20 mm diameter; stainless steel or aluminium; length ≥ half diameter).
- Adhesives suitable for the coating (e.g., 2-pack epoxy, 1-pack cyanoacrylate).
- Circular cutting device for isolating the test area.
- Procedural controls:
- Calibration of measurement equipment is required.
- Force must be applied uniformly, ≤ 1 MPa/s, with fracture occurring within 90 s.
- Coating cure: follow manufacturer; otherwise dry/cure ≥ 10 days at substrate temperature >15 °C and RH <80 %.
- Environmental monitoring: report weather and surface/air temperature and RH (24 h monitoring recommended before testing).
- Preparation: Clean and degrease surfaces, optionally abrade dolly face and coating (then clean), apply adhesive thinly and evenly, cut coating to substrate around dolly.
- Destructive nature: Tests are destructive and repairs will be necessary; test panels can be used if specified.
Applications and users
ISO 16276-1 is used for on‑site quality control, acceptance testing and inspection of anticorrosion paint systems on steel structures. Typical users:
- Coating inspectors and third-party inspection bodies
- Contractors and specifiers for steelwork coating projects
- Owners/operators of bridges, offshore platforms, industrial plants
- QA/QC teams validating coating application and durability

Practical tip: Always specify the pull-off equipment model and fracture-strength criteria in contracts to ensure consistent, comparable acceptance testing.
