This document specifies the information needed for the design type testing of packaging, intermediate bulk containers (IBCs) and large packaging intended for use in the transport of dangerous goods. NOTE 1 This document can be used in conjunction with one or more of the international regulations set out in the Bibliography. NOTE 2 The term “packaging” includes packaging for Class 6.2 infectious substances according to the United Nations.
Abstract
Overview
ISO 16495:2022 - Packaging - Transport packaging for dangerous goods - Test methods - defines the information, procedures and test methods required for design type testing of packaging, intermediate bulk containers (IBCs) and large packaging intended for the transport of dangerous goods. The second edition (2022) aligns with the UN Recommendations on the Transport of Dangerous Goods (Revision 21) and supports multi‑modal compliance (road, rail, sea, air). The standard also explicitly covers packaging for Class 6.2 infectious substances.
Key topics and technical requirements
- Scope and purpose: Specifies what information is needed to perform design type testing and to evaluate packaging performance for transport of dangerous goods.
- Selection and preparation: Guidance on selection of packaging samples, brimful and nominal capacity concepts, filling procedures, closing instructions, use of water/non‑dangerous substitutes or the actual dangerous substance, and handling characteristics for testing.
- Test methods and annexes: Contains normative and informative annexes that describe specific tests and specimen specifications, including: drop test, leakproofness, hydraulic pressure, stacking, water‑spray, top/bottom lift, tear, topple, righting, puncture and vibration tests.
- Facilities and measurement: Requirements for test facilities, equipment accuracy, climatic conditions during testing, and reassessment procedures when failures occur. References ISO/IEC 17025 for laboratory competence.
- Conformity and reporting: Procedures for checking test samples against the design type specification and for preparing the test report (covered in normative Annex A).
- Regulatory context: Developed to be used in conjunction with international modal regulations (ADR, RID, IMDG, ICAO TI) and can support allocation of a UN packaging mark - noting that passing tests does not by itself authorize shipment without following applicable packing instructions.
Practical applications - who uses this standard
- Packaging designers and manufacturers: to validate designs and obtain design type approval for hazardous goods packaging.
- Test laboratories and certification bodies: to perform standardized tests and produce compliant test reports per ISO/IEC 17025 competence requirements.
- Shippers, carriers and logistics providers: to verify packaging suitability for specific dangerous goods and transport modes.
- Regulators and compliance professionals: to assess conformity with UN Recommendations and modal regulations.
