ISO 17624:2009 provides the specifications of: common AVI/AEI transaction requirements, which define the common steps of any AVI/AEI transaction; AVI/AEI application interface to standardized wireless protocols (referred to as the "Air Interface") supporting the AVI transaction requirements, so as to enable interoperability. ISO 17624:2009 is an interface standard, adhering to the open systems interconnection (OSI) philosophy (ISO/IEC 7498‑1), and it is as such not concerned with the implementation choices to be realized at either side of the air interface between the "Fixed Equipment" and "OBE".
Abstract
Overview
ISO 17264:2009 - Intelligent transport systems - Automatic vehicle and equipment identification - Interfaces - specifies the application interface and common transaction requirements for interoperable Automatic Vehicle Identification (AVI) and Automatic Equipment Identification (AEI) systems. The standard defines how On-Board Equipment (OBE) and Fixed/Roadside Equipment (RSE) exchange identification data across a standardized air interface (wireless link) while following the OSI/open systems philosophy (ISO/IEC 7498‑1). It is an interface standard focused on enabling interoperability rather than prescribing implementation details.
Key topics and requirements
- AVI/AEI transaction profiles: Two profiles are defined - AVI/AEI Read and AVI/AEI Read & Write.
- Read: service primitives include Initialization (optional/mandatory depending on air interface), GET (read), Release (optional).
- Read & Write: includes GET (optional), SET (write, mandatory), and optional Initialization/Release.
- Service primitives and phases: Uses Initialization, GET/SET/ACTION primitives and transaction phases at the application layer.
- Air interface independence: Transaction requirements are air-interface agnostic; detailed mappings are provided for specific protocols in normative annexes.
- DSRC and ASN.1 integration: Annex A maps the application interface onto DSRC application layer (EN 12834 / ISO 15628) and references an ASN.1 container module (“AVIAEIInterfaceModule”).
- ISO/IEC 18000 support: Annex B addresses AVI/AEI transactions using RFID air interfaces defined in the ISO/IEC 18000 series.
- Initialization and discovery: Uses DSRC constructs like BST (Beacon Service Table) and VST (Vehicle Service Table); application identifier (AID) for AVI/AEI is specified (AID = 11).
- Conformance: Equipment may claim conformance to ISO 17264:2009; the standard does not define specific performance test methods. Product vendors are encouraged to provide Protocol Implementation Conformance Statements (PICS) and contractual arrangements for cross-provider interoperability.
Practical applications
- Enabling interoperable vehicle/tolling identification systems (e.g., roadside toll readers and in-vehicle tags)
- Fleet management and equipment tracking where vehicle/equipment identification must be exchanged wirelessly
- Electronic Registration Identification (ERI) and cross-border transport services requiring standard identification interfaces
- Systems integration between different service providers, vendors and infrastructure operators
Who should use this standard
- ITS architects and system integrators
- Roadside equipment and OBE manufacturers
- Tolling operators, transport authorities and service providers
- RFID and DSRC solution vendors working on AVI/AEI or ERI deployments
