ISO 17516:2014 is applicable for all cosmetics and assists interested parties in the assessment of the microbiological quality of the products. Microbiological testing does not need to be performed on those products considered to be microbiologically low risk.
Abstract
Overview
ISO 17516:2014 - Cosmetics - Microbiology - Microbiological limits provides a framework for assessing the microbiological quality of finished cosmetic products. It sets quantitative and qualitative microbiological limits to help manufacturers, testing laboratories and regulators determine when a product meets acceptable microbial quality. The standard clarifies that cosmetic products are not required to be sterile but must not contain excessive or specified harmful microorganisms that could affect product quality or consumer safety. It also recognizes that microbiological testing may be unnecessary for products identified as microbiologically low risk (see ISO 29621).
Key topics and requirements
- Microbial limits (quantitative):
- Products intended for the eye area or for children under three years: ≤ 100 CFU/g or mL (total aerobic mesophilic microorganisms).
- Other cosmetic products: ≤ 1 000 CFU/g or mL (total aerobic mesophilic microorganisms).
- Note: because of plate-count variability, results above 200 CFU/g (eye/children) or 2 000 CFU/g (other products) are considered out of limit.
- Specified microorganisms (qualitative):
- Absence in 1 g or 1 mL of: Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus, and Candida albicans.
- Interpretation and decision flow:
- The standard includes a flow chart for interpreting test results, including steps for detection, counting thresholds, checking for specified organisms, and assessing the product’s ability to support microbial growth.
- Supporting principles:

Practical applications and users
Who uses ISO 17516:2014:
- Cosmetic manufacturers for establishing microbiological specifications and batch release criteria.
- Quality control and microbiology testing laboratories implementing accepted test methods.
- Regulatory bodies and auditors assessing product safety and compliance.
- Contract manufacturers, raw-material suppliers and R&D teams designing preservation systems and stability testing.
Typical uses:
- Defining pass/fail limits for finished-product microbiological testing.
- Supporting supplier qualification and incoming-material control.
- Designing preservation efficacy studies and risk-based testing strategies.
- Informing corrective actions and root-cause analysis when microbial limits are exceeded.
