ISO 18213-4:2008 specifies a procedure for making accurate determinations of the liquid height in nuclear-materials-accountancy tanks that are equipped with pneumatic systems for determining the liquid content. With such systems, gas is forced through a probe (dip tube) whose tip is submerged in the tank liquid. The pressure required to induce bubbling is measured with a manometer located at some distance from the tip of the probe. This procedure applies specifically when a very slow bubbling rate is employed.
Abstract
Overview
ISO 18213-4:2008 - part of the ISO 18213 series on nuclear fuel technology - specifies a validated procedure for accurately determining liquid height in nuclear-materials-accountancy tanks that use bubbler (dip tube) systems. It applies specifically to systems operated at a very slow bubbling rate, where gas is forced through a submerged probe and the induced pressure is measured with a manometer. The standard links hydrostatic pressure measurements to height (P = g·ρ·H) and describes how to convert pressure readings into reliable height values for tank calibration and inventory accountancy.
Key Topics and Requirements
- Scope and purpose: Accurate height determinations for tank calibration and volume measurement in nuclear materials accountancy.
- Physical principles: Use of hydrostatic relation P = g·ρ·H; impacts of liquid density (ρ), gravity (g) and temperature.
- Measurement system components: Dip tubes (major and reference probes), manometer, gas supply, flowmeters and recording equipment.
- Slow bubbling conditions: Guidance on maintaining very low, steady bubble rates (example: ~2–4 bubbles/min for a 15 mm probe as referenced).
- Pressure-to-height conversion: Procedures for differential-pressure measurement, sensor calibration drift, buoyancy and gas-column mass corrections.
- Bubbling overpressure: Identification and correction of the positive bias (overpressure) produced at the maximum pressure in the bubble formation cycle; calculation guidance is provided (see Clause 4.4 and informative Annex B).
- Operating procedures and uncertainty: Recommended operating steps and annexed material on estimating quantities that affect height determination and measurement uncertainty (Annex A and C).
Applications and Users
ISO 18213-4:2008 is intended for professionals and organizations involved in:
- Nuclear materials accountancy and safeguards (facility accountants, safeguards inspectors).
- Tank calibration engineers and metrology teams in reprocessing and fuel fabrication plants.
- Process control and quality assurance in nuclear fuel technology where accurate liquid-volume measurement is critical.
- Regulatory bodies, auditors and technical experts who require standardized, traceable methods for converting bubbler pressure readings to liquid height and volume.
