ISO 18613:2014 specifies the maximum defects and damage allowed before a flat wooden pallet shall be repaired, and defines the minimum repair criteria that shall be used. ISO 18613:2014 is applicable to wooden flat pallets repaired with wood based components.
Abstract
Overview
ISO 18613:2014 - Pallets for materials handling - Repair of flat wooden pallets defines the defects that make a flat wooden pallet unacceptable for reuse and establishes minimum repair criteria for pallets repaired with wood‑based components. The standard is focused on safety and longevity of repaired pallets, helping organizations maximize reuse, ensure worker and goods safety, and meet quality expectations for repaired flat wooden pallets.
Key topics and technical requirements
- Scope and applicability: Applies to wooden flat pallets repaired using wood‑based components. Pool/rental pallet repair may be subject to owner/operator rules.
- Overriding safety criterion: Any pallet unsafe to handle or likely to endanger people or goods is unacceptable.
- Inspection: Pallets must be inspected before any handling (loaded or empty).
- Unacceptable conditions (examples):
- Missing or broken deckboard, block, stringer or stringerboard
- Missing wood exposing two or more nail shanks on a deckboard (or one or more shanks on more than two deckboards)
- Splits > 1/2 board width or length that cannot be securely nailed
- Decay affecting mechanical properties or contamination of unknown nature
- Full‑width splits in stringer notches
- Repair requirements:
- Remove unacceptable components and replace with one‑piece new or re‑used components that meet the relevant specifications
- Nail joint strength is critical; nail penetration into block/stringer shall be at least 35 mm
- Nail placement: repeat original pattern; nails no closer than 15 mm from ends/edges; clinch if required (clinched clinch = 10 mm)
- Full‑width splits in notched stringers (partial 4‑way pallets) repaired with metal plates per Annex E
- Dimensional and component tolerances (for pallets of unknown specification):
- Length/width tolerance: ±8 mm; overall height ±10 mm; flatness within 10 mm (see Table 1)
- Component tolerances for thickness, width and lengths (see Table 2)
- Marking and phytosanitary: Repaired pallets shall be marked as required (pool mark, ID fastener) and reference ISPM 15 for treatments/marking.
- Recycling/disposal: Pallets that cannot be repaired according to ISO 18613 should be discarded or recycled.
Practical applications and users
ISO 18613 is used by:
- Pallet repair businesses and workshops
- Logistics and supply‑chain managers controlling pallet quality and safety
- Pool and rental pallet operators (in conjunction with their own rules)
- Quality inspectors and auditors in warehousing and distribution
- Waste‑management and recycling operations handling wooden pallets
Benefits include standardized inspection and repair practices, improved safety, predictable load performance, and extended service life of wooden pallets.
