ISO 19101-1:2014 defines the reference model for standardization in the field of geographic information. This reference model describes the notion of interoperability and sets forth the fundamentals by which this standardization takes place. Although structured in the context of information technology and information technology standards, ISO 19101-1:2014 is independent of any application development method or technology implementation approach.
Abstract
Overview
ISO 19101-1:2014 - Geographic information - Reference model - Part 1: Fundamentals - defines a high-level reference model for standardization in the field of geographic information. It establishes the fundamentals for achieving interoperability across geographic data, services and systems while remaining independent of any specific development method or implementation technology. The standard provides a conceptual framework, identifies semantic, syntactic and service foundations, and sets conformance expectations for ISO geographic information standards.
Key topics and requirements
- Interoperability definition and levels: Clarifies interoperability of geographic information (system, syntactic, structural, semantic) and its role in data sharing and e‑government.
- Foundations and scope: Identifies the conceptual, semantic and syntactic foundations that guide ISO geographic information standardization activities.
- Abstraction of the real world: Specifies requirements for modelling real‑world phenomena using conceptual formalisms, conceptual schemas and ontological languages.
- Reference model structure: Presents the ISO geographic information reference model, including semantic, syntactic, service and procedural foundations and a conceptual framework to organize standards.
- Profiles and conformance: Introduces profiles (specialized subsets of base standards) and conformance rules; conformance and testing guidance is linked to ISO 19105 and the abstract test suites in Annex A.
- Supporting annexes: Informative annexes cover topics such as layers of interoperability, e‑government interoperability, SDI foundations, abstraction of the real world, and an overview of the ISO geographic information standards.
Practical applications
ISO 19101-1 is intended to:
- Guide the development of interoperable geographic data models, services and metadata.
- Support Spatial Data Infrastructures (SDIs), geospatial portals and cross‑jurisdictional data sharing.
- Promote semantic interoperability using ontologies and conceptual schema best practices. Practical outcomes include easier integration of multi‑source geospatial datasets, improved data discovery and reuse, and clearer rules for conformance and profiling of geospatial standards.
Who should use this standard
- Information system analysts and architects working with geospatial systems.
- Standards developers in ISO/TC 211 and related bodies.
- GIS program planners, data custodians, SDI managers and software developers building interoperable geospatial services.
- Government agencies implementing e‑government and cross‑agency data sharing.
