This document specifies safety requirements and measures for their verification for the design and construction of portable, hand-held, internal combustion engine-driven cut-off machines intended to be used by a single operator in the cutting of construction materials, such as asphalt, concrete, stone and metal. It is applicable only to those machines designed purposely for use with a rotating, bonded-abrasive and/or super-abrasive (for example diamond) cut-off wheel having a maximum outer diameter of 430 mm, centre-mounted on and driven by a spindle shaft where the top of the wheel rotates away from the operator (see Figure 1). This document deals with all significant hazards, hazardous situations or hazardous events significant to these machines when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer. See Annex F for a list of significant hazards. This document specifies methods for the elimination or reduction of hazards arising from their use, as well as the type of information on safe working practices to be provided with the machines. Cut-off wheel specifications are not considered in this document. Cut-off wheels are deemed to comply to existing cut-off wheel standards. NOTE For example see Bibliography. All through the document, portable, hand-held, internal combustion engine-driven cut-off machines are called "cut-off machines". This document is not applicable to machines manufactured before the date of its publication.
Abstract
Overview
ISO 19432-1:2020 specifies safety requirements and verification methods for portable, hand‑held, internal combustion engine‑driven cut‑off machines with centre‑mounted rotating bonded‑abrasive or super‑abrasive (for example, diamond) wheels up to 430 mm outer diameter. It covers machines intended for a single operator cutting construction materials such as asphalt, concrete, stone and metal, and addresses significant hazards when machines are used as intended or under reasonably foreseeable misuse. Cut‑off wheel specifications themselves are excluded and are covered by existing wheel standards.
Key topics and technical requirements
The standard organizes safety and verification across machine design, construction and information for use. Major technical areas include:
- Handles and ergonomics: design and verification to reduce loss of control and vibration transmission.
- Spindle, flange and guard: requirements for centre‑mounted spindle, flange assembly, flange locking device and robust cut‑off wheel guards (strength tests in Annex A).
- Drive and controls: engine start/stop devices, throttle control and locks, clutch requirements and transmission covers.
- Operational hazards: protection against hot parts, high voltage, exhaust gases, cutting‑debris discharge and fuel system safety (tank filler location/identification).
- Noise and vibration: requirements to reduce exposure and measurement procedures (Annex B for noise, Annex C for vibration).
- Electromagnetic immunity and use of special tools.
- Information and markings: required instruction handbook content, technical data, warnings and label durability tests.
- Hazard catalogue: Annex F lists significant hazards addressed by the standard.
Practical applications
ISO 19432-1:2020 is used to:
- Guide manufacturers and designers in building safer portable cut‑off machines and demonstrating compliance through verification tests.
- Support product safety testing and certification bodies performing strength, noise, vibration and labeling tests.
- Provide a basis for procurement specifications and on‑site risk assessments for construction contractors and facility managers.
- Inform safety officers and trainers about required safeguards and operator information to reduce injuries during cutting operations.
Who should use this standard
- Machine manufacturers, OEM design engineers, R&D teams
- Test laboratories and conformity assessors
- Construction safety managers, site supervisors and equipment procurement teams
- Regulatory authorities and standards committees
